Description
NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER for The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS). Consistent with the mission of SAMHSA/CMHS and the recommendations of the President?s New Freedom Commission on Mental Health report, Achieving the Promise: Transforming Mental Health Care in America, to address the needs of providers of mental health and substance abuse services in rural America, SAMHSA/CMHS proposes a Virtual Grand Rounds series, conducted via electronic webcast, to provide rural and frontier mental health, health and substance abuse practitioners with access to training on key topics important in mental health and substance abuse practice today. The webcast format will provide for real-time and asynchronous training opportunities and create, over time, an archive of training material for the field. In addition, the contract requires that the contractor shall produce a ?Getting Ready for NREPP? report that identifies rural programs and practices that are potential NREPP candidates as well as those programs and practices that are not yet ready for submission. In addition this report will describe training and technical assistance that would assist program developers prepare for the NREPP review process. And, the third objective of the contract is to provide technical assistance to the recently launched child-focused Rural Mental and Behavioral Health Portal located at https://learn.aero.und.edu/pages.asp?PageID=98454. This technical assistance will include identifying resources throughout the contract period to be published on the website. The contractor will also provide two live interactive 90 minute webinar/presentations focused on the delivery of services to children and families in rural settings. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
