- NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER for The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of the Administrator (OA) The purpose of this contract is the development of an Issue Brief that addresses two issues: (1) the identification of or the development of an ideal child mental health indicator and (2) the identification of or the development an accompanying community indicator that supports children?s mental health. A central question of the contract is whether existing surveys provide an opportunity to be used for the purpose of this contract, or if new questions need to be added to existing surveys. Major sources of child indicators and other resources identified by the contractor will provide a starting point for the development of a background paper ---an early deliverables of the contract. The second major deliverable is an issue brief describing the child and community indicators arrived at through the process outlined below, and the final deliverable is a report describing the developmental work of the contract, the lessons learned and recommendations to SAMHSA for the future. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
