Description
Request for Proposal (RFP) for the continued operation of the Detroit Job Corps Center (JCC), at 11801 Woodrow Wilson, Detroit, MI 48206, will be available approximately August 6, 2007, on the World Wide Web at http://www.FedBizOpps.gov. The resultant contract will cover the period July 1, 2008 through June 30, 2010 plus three Government unilateral option years. The Detroit JCC has a capacity of 280 students (120 residential males, 120 residential females, 10 non-residential males, and 30 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. This contract will not include any direct Outreach/Admissions services. A Pre-Proposal conference followed immediately by a walk-through inspection of the Detroit JCC facility, will be convened promptly at 11:00 a.m. local time on Tuesday, August 14, 2007 (address shown above). Upon entering the facility, offerors must stop at the security check point at the entrance where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. All questions prior to the pre-proposal conference should be submitted in writing to the Contracting Officer. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Daylight Time, on Tuesday, October 9, 2007, at the following address: U. S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Room 1086, 230 S. Dearborn Street, Chicago, IL 60604.
