Description
The Volpe National Transportation Systems Center (Volpe Center) intends to award a contract to support evaluation of safety programs designed to proactively reduce risk levels in the U.S. railroad industry. Support will involve: program evaluation studies and program evaluation capacity building specifically suited to the unique characteristics of the railroad environment. Because some of the safety programs being evaluated, such as the Clear Signal for Action (CSA) and Confidential Close Calls Reporting (C3RS) approaches, are controversial at times, the program evaluation contractor must have prior experience with the railroad industry, the safety methodologies, and the approaches employed at the specific railroads. In particular, the research sites for C3RS and CSA cannot collect data without the explicit approval of the unions involved, which include the United Transportation Union (UTU) and Brotherhood of Locomotive Engineers and Trainmen (BLET). The Volpe Center is seeking offerors with specific experience conducting program evaluations of proactive safety programs in Class I railroads in conjunction with the UTU and the BLET. The prospective program evaluation contractor for these projects must: (1) be a recognized expert in program evaluation with credibility in the railroad industry; (2) have knowledge about the programs and how they are currently being applied at the pilot sites; (3) have credibility with the railroad industry on implementation (formative) evaluation; (4) have prior experience with the railroad industry, the safety methodologies, and the approaches employed at the specific railroads; (5) be familiar with the restrictions for the research sites for C3RS and CSA with the collection of data; and (6) be familiar with the unions which include the UTU and BLET. Interested offerors must submit a capabilities package demonstrating their experience performing program evaluations of safety programs designed to improve safety culture that have been conducted by Class I railroads, the UTU, and the BLET. The offerors must include in the package that they demonstrate sustained abilities and how they have applied them specifically in the railroad environment for each of the following areas: (1) capability to develop program evaluation plans, including logic models, research designs, sampling plans, and data collection techniques; (2) capability to perform baseline, formative, summative and utilization evaluations; (3) capability to perform evaluations across studies, safety programs, and across a portfolio of projects; (5) capability to support evaluation over time through database design and development; (6) capability to deliver training programs, checklists, handbooks, and expert advice on program evaluation topics tailored to the railroad environment. All capability information shall include: Contract number; Customer (DOD agency, other Government agency, private industry); Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services. All of the information sought should be conveyed in no more than eight pages. Page size is set at 8? X 11 and text should be doubled spaced. Each response must reference the Sources Sought title.
