- The Department of Veterans Affairs is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330, (Solicitation VA-261-07-RP-0033) for evaluation for an Indefinite Delivery, Indefinite Quantity (IDIQ) A/E contract for Master Planning, Life Safety Reviews and Assistance to the Engineering Departments in the preparation of Solicitation Documents to be submitted to the Procurement Office. The successful firm will be require to support the following Veterans Integrated Service Network (VISN) 21, VA Medical Facilities; VA Martinez, VA Sacramento, VA San Francisco, VA Fresno, VA Palo Alto, VA Honolulu, VA Reno and all of their remote facilities. The IDIQ contracts shall be for architectural and engineering services and the tasks identified above for one basic year with a government option to extend the term of the contract one year at a time, not to exceed five years total. The contracts will require a multi-discipline team with a background in hospital and health care environment design. The A/E to furnish services that include but are not limited to; facility strategic plan (master plan) and concept plan development. This includes but not limited to preparation of block or line plans, site planning, magnitude cost estimates, investigation services, site visits, validation of required clinical programs and related data. A/E will also be required to perform assistance in the preparation of solicitation and construction documents to be submitted to the procurement office, i.e., Develop or review Project Scopes of Work, Develop Basic Level Schematic Plans, and prepare independent Government Cost Estimates. A/E's team to have commensurate expertise to review VA's project development packages as well as to assist in the development of design packages in house or at the VA Medical Centers. Typical project work may include new construction, general building renovations such as repair/replace roofs, windows, doors, ceilings, floors, rest rooms, exterior/interior building finishes, HVAC systems and components, pluming systems and components, electrical systems, but not limited to these disciplines. Another requirement is the capability of firms to provide fire-safety reviews of their own designs and other firms' designs. The SF-330 should provide sufficient information to allow for evaluation on health care design experience. Selection of firm for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include (1) past performance capabilities; (2) specialized experience and technical competence, as required in the health care environment; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the projects, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the projects; (6) any other special qualification required under this announcement by the contracting activity. Firms that meet the requirements described in this announcement are invited to submit SF 330 by close of business August 20, 2007 to the Contracting Officer, Mr. Vincent I. Osorio, Consolidated Contracting Activity (CCA/90) 150 Muir, Rd., Martinez, CA 94553. It is the intent of the Contracting Officer to make one Firm-Fixed price contract award under this solicitation (VA-261-07-RP-0033). This solicitation is unrestricted.
