Description
PRE-SOLICITATION NOTICE: This is a pre-solicitation notice for Advertising and Marketing services for the HQ Air Force Recruiting Strategic Communications (AFRS) Division, Randolph AFB, Texas. AFRS has a requirement for a full-service advertising service provider (heretofore referred to as ?the agency?) capable of providing all necessary management, supervision, labor, material and equipment (except for Government furnished items and/or work) required to plan, create, design, produce, place, evaluate and measure the effectiveness of advertising and special events in support of Air Force active duty national, regional, and local recruiting marketing support. The agency shall be capable of using all available media formats, including, but not limited to: television, radio, magazine, newspaper, internet, direct mail, outdoor, transit, promotional material (posters, brochures, etc.), videotape, and film. In addition, the agency will be responsible for event-marketing, planning and execution, and lead fulfillment services to include: inbound telemarketing services with telemarketers and an integrated voice tracking system; lead management services; information and database management of leads data; warehouse storage of fulfillment materials; management of a closed loop leads management system; and television public service program reproduction, distribution, tracking, and film storage. This acquisition will be solicited via a Request for Proposal (RFP). Source selection will be conducted in accordance with FAR Part 15. A cost plus fixed-fee, requirements contract will result from the solicitation. Request for Proposal Issue Date: On or about 7 Aug 07 Proposal Due Date: On or about 10 Sep 07 Pre-proposal conference will be held at Randolph AFB, TX on or about 20 Aug 07. No hard copies of the Request for Proposal (RFP) will be mailed. The solicitation, amendments and other documents will be posted on FedBizOpps.gov. It is the responsibility of each offeror to monitor the FedBizOpps for updates or changes. Additional technical and historical data will be available during the pre-proposal conference as well as posted to the FedBizOpps. Period of Performance: The mobilization period is anticipated to begin on or about 1 Apr 08 and last for 90 day. The basic period shall follow mobilization and last until 30 Sep 08. One-year options periods may proceed the base period and may continue to 30 Sep 17. This acquisition will be competed full and open under the North American Industry Classification System (NAICS) code 541810, Advertising Agencies. This industry comprises establishments primarily engaged in creating advertising campaigns and placing such advertising in periodicals, newspapers, radio and television, or other media. These establishments are organized to provide a full range of services (i.e., through in-house capabilities or subcontracting), including advice, creative services, account management, production of advertising material, media planning, and buying (i.e., placing advertising). Agencies must be a registered in the Central Contractor Registration database at http://www.ccr.gov under NAICS code 541810 to be eligible for award. Prior to award, the Defense Contract Audit Agency (DCAA) must determine offeror?s accounting system adequate and perform a financial risk analysis.
