Description
This is a presolicitation notice for the Air Force Space Command (AFSPC) Space Control contract. Solicitation number FA2517-07-R-8000 will be released on or about 6 Aug 07. The unclassified portion of the solicitation will be posted to the Federal Technical Data Solution (FedTeDS) website. Proposals will be due on or about 13 Sep 07. The purpose of this contract is to provide non-personal Advisory and Assistance Services (A&AS) and non-A&AS to Headquarters Air Force Space Command (HQ AFSPC) intelligence; operations; logistics; requirements; command, control communications, computers, and intelligence (C4I); and planning to organize, train, and equip Space Control forces at all classification levels. The Space Control mission area includes three sub-missions: Space Situational Awareness (SSA) (e.g. space intelligence, surveillance, reconnaissance, and environment), Defensive Space Control (DSC), and Offensive Space Control (OSC), and the Command and Control (C2) necessary to execute. The contract services include, but are not limited to, a life-cycle support approach for: Space Control Planning (near and long range) to include strategic master plans, mission area plans, roadmaps, and investment strategies; functional enabling, and operating concepts; Space Control operational and capabilities-based requirements; Space Control operational architecture/Department of Defense Architecture Framework (DoDAF) development; Space Control mission architecture; assessing military effectiveness and utility of Space Control operational and enterprise architectures; integrating information operation with future acquisitions; modeling and simulations and result analysis; Space Control test, training, and exercise support; major command Space Control policy and guidance; operational, requirements, intelligence, logistical, and communications support to programmed and operational Space Control capabilities and systems; coordination and integration with mission partners; programming, planning, and budget execution (PPBE); and space control integrated master schedule (IMS). The Contracting Officer posted the NAICS code determination and set-aside decision for this acquisition on 14 Nov 06. The decision stated that THE ACQUISITION IS SET ASIDE FOR SMALL BUSINESS UNDER NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE 541710 RESEARCH AND DEVELOPMENT IN THE PHYSICAL, ENGINEERING, AND LIFE SCIENCES. THE SIZE STANDARD IS 1000 EMPLOYEES FOR SPACE VEHICLES AND GUIDED MISSILES. [The original sources sought synopsis for this solicitation number was posted under NAICS code 541690, Other Scientific and Technical Consulting Services, on 9 Sep 07. Please note that the NAICS code field at the introduction to this notice cannot be modified, so it continues to incorrectly identify the NAICS code as 541690.] This acquisition will be conducted through a full trade-off source selection pursuant to Air Force Federal Acquisition Regulation 5315.3. The primary contract type is cost-plus-fixed-fee. The anticipated period of performance is as follows: phase-in period: 1 Apr 08 through 31 May 08; base period: 1 Jun 08 through 31 May 09 and; four one-year option periods through 31 May 13. A ir Force Federal Acquisition Regulation Supplement (AFFARS) clause 5352.201-9101, Ombudsman (Aug 2005), is incorporated into the notice by reference. The fill-in in paragraph (c) of the clause is completed as follows: "A7K, 150 Vandenberg St, Ste 1105, Peterson AFB, CO 80914-4350, 719-554-5250, fax 719-554-5299, a7k.wf@afspc.af.mil." In accordance with AFFARS 5305.204 and due to security requirements, foreign participation is not permitted at the prime contractor level.
