- This procurement is Unrestricted with a HubZone Evaluation Price Preference. Project is for renovation of Gymnasium Building 3330, Aberdeen Proving Ground, MD. This project consists of an approximately 25,000 sf renovation of Building 3330 to acc ommodate the training functions now located in buildings 5440 and 5445. Buildings 5440 and 5445 will be demolished to allow construction of new BRAC facilities in this area. The renovation will include HVAC, electrical, structural, and architectural upgr ades. Infrastructure for audio-visual equipment will be part of the project. The building will have two components consisting of office space and classrooms that will support the Customers training mission. Exterior renovations will include the replacemen t of the building enclosure (exterior insulation finish system), roofing work, and windows with AT/FP compliant windows.There are site improvements and parking area associated with the project. This project will include the following proprietary items: Bu ilding Automation System Manufacturer (Johnson Controls Metasys, 5757 Green Bay Avenue, Milwaukee, WI 53201). Radio transmitting / control system (Kingfisher Fire & Security (UK) LTD, 1 Riverside Park, Farnham, Surrey, United Kingdom, GU97UG). Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The NAICS Code assigned is 236220 with a size standard of $31,000,000.00. Construction completion is 365 calendar days. This procurement is being advertised as an Invitation for Bid (IFB). This acquisition is a firm fixed price construction contract. Large Business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 65% of the total subcontracting dollar va lue. Of that 65%, 20% should be placed with Small Disadvantaged Businesses, 10% with Women Owned Small Businesses, 3% with HUB Zone Businesses, 3% with Veteran Owned Small Businesses and 3% with Service Disabled Veteran Owned Small Businesses. All respon sible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitat ion will be the Internet only. This solicitation will not be issued in paper. Contractors requests for this solicitation will be performed through ASFI. In order to reduce the possibility of error and to increase the quality of our service to you, all d eliveries, packages, etc. must include the name of the particular contract specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
