- The Walla Walla District Army Corps of Engineers anticipates awarding one Indefinite Delivery, Indefinite Quantity contract for Dive Inspection Services. All activities required by the contract may occur within the Northwestern Division including W alla Walla, Portland, and Seattle, Districts. The Walla Walla District includes McNary Dam, Ice Harbor Dam, Lower Monumental Dam, Little Goose Dam, Lower Granite Dam, Lucky Peak Dam, and Dworshak Dam. Portland and Seattle District requirements will be ne gotiated on a task order basis. This procurement is being solicited to small business concerns whose size standard under the North American Industry Classifications System does not exceed $6.5 million for Code 561990. The guaranteed contract minimum shall not be less than $10,000, with a maximum not-to-exceed 5-year total of $500,000. The contract will have a base year and four option years and will operate with individually negotiated task orders issued in accordance with the terms of the contract. SCOPE OF WORK. The Dive Safety Inspector (DSI) shall furnish all management, supervision, personnel, materials, supplies, equipment, transportation, and vehicles except as otherwise provided, required to perform the following: a. Perform inspection of diving operations, occurring within, but not limited to the Walla Walla District, U.S. Army Corps of Engineers to insure that all diving operations comply with pertinent regulations and policies governing contract diving operations . The Dive Safety Inspector is expected to inform the District Diving Coordinator (DDC) or the Alternate DDC, and the Corps of Engineers on-site Quality Assurance Representative (QAR) of any safety concern observed. On authority of the DDC, the Alternate DDC, the QAR or the Project Engineer/Construction Manager, all diving operations will be halted immediately if there is any reason to believe that the operations cannot be accomplished safely. b. Review and become familiar with each contractor approved Dive Operations Plan and activity hazard analysis. c. Participate in a pre-dive safety briefing before onset of any diving operations. Address all safety concerns and remedies outlined in the Activity Hazard Analysis and review the Dive Operations Plan as submitted by a Dive Contractor and accepted by the DDC. d. Notify the QAR immediately if diving operations are not video taped according to the pertinent contract requirements. e. Monitor and review the logs for each dive operation to ensure all dives follow accepted standards as set by the U.S. Navy Dive manual and the Consensus Standards of the Association of Diving Contractors. f. Serve as a liaison between the contractor Dive Supervisor and Corps of Engineers QAR. g. When dive operations occur at a Corps of Engineers facility or vessel, the DSI acts as primary point of contact with Project Control Room Operators through contractor provided hand held radio informing Control Room as to status of the diver during the c ourse of operations (e.g.; informing Control Room Operator when diver enters and exits water). Act as primary point of contact in case of emergency coordinating with Control Room to provide emergency services as needed. h. The DSI shall evaluate in writing the performance of dive contractors along with their personnel and make recommendations to improve performance of dive contractor. This evaluation shall be forwarded to the DDC or Alternate and the QAR daily during eac h day that diving inspection occurs. i. The DSI will not hold a safe clearance as the Dive Safety Inspector of the Diving Operation. j. At no time will the DSI approve or modify the scope of work. This work will occur either during normal working hours (normal diving inspections 06:00 to 18:00) and/or after-hours and on holidays (After-hours 18:00 to 06:00, Holiday Dive Inspections- all day, or weekends- all day). The task order will specify the l ocation for the perfo rmance for work and the working hours when support is required. Firms or individuals desiring to be considered must submit 4 sets of documents containing the following Minimum Qualifications\Experience for DSI Personnel. a. Completion of a recognized commercial dive school or military diver training. b. Current First Aid and CPR certifications and also medical oxygen provider certification. c. At a minimum, will have completed the 10-hour OSHA Construction safety class or an equivalent course applicable to the work to be performed and given by qualified instructors. Such training shall have been within the last three (3) years. d. Nitrox certification if nitrox is to be used on the dive site. e. Valid drivers license. f. Five years experience in commercial or military dive operation supervision that has included supervising working divers in typical construction activities such as underwater burning, cutting, and drilling. Document experience in recompression chamber o perations and identify the location, project title, and company for recompression chamber experience. g. Training or experience in emergency management protocols. h. Document project experience working with Corps of Engineers Safety and Occupational Health Requirements Manual, EM385-1-1. Include this experience in resume. i. Document experience performing diving or dive supervision work at hydroelectric facilities or on rivers with fast moving currents. Include this experience in resume. j. The DSI shall submit to the Contracting Officer resumes for each person performing work under a task order and for any person added during the life of the contract. Only responses received in the Walla Walla, Washington District COE Office no later than 1:00 p.m., August 07, 2007, will be considered. This procurement uses the Lowest Price-Technically Acceptable (LPTA) source selection process to achieve the best valu e to the Government. Using the LPTA process, the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
