Description

This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision to rehabilitate the sewage lift station at the Cuyahoga Valley National Park Jaite Headquarters area in Brecksville, Ohio. The work includes the installation of new wet well, piping, valve vault, valves, all applicable electronic controls, any applicable temporary facilities during demolition of existing systems, and any other technical services required to have a complete and operational lift station. During the rehabilitation of the Jaite Lift Station and addition of a valve vault, temporary facilities are required to provide uninterrupted sewer services. It is critical that the contractor have the knowledge and experience necessary to provide and maintain a temporary bypass to the lift station as work is underway. This lift station serves the Park Headquarters area and provides sewer services to the seven fully occupied buildings which have to be operationally maintained. A temporary conveyance method that ensures continuous sewer service must be developed by the contractor and employed at the site. If a by-pass method pumps septage from existing tanks is employed, it must be hauled off site to an approved disposal area. If pumping of just effluent is employed, then a pumping cycle of 150-200 gallons per pump cycle so as not to overload the existing drain field must be used. Potential for damage, and therefore liability, will result if proper contractor temporary bypass operational techniques are not employed. The project performance period is 120 days after issuance of the notice to proceed. The NAICS code is 237110. The small business size standard is $31.0 million. The estimated price range for this project is between $25,000 and $100,000. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is open to both small and large businesses. The solicitation with specifications, drawings, bid schedule, and wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about August 3, 2007.
