Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China lake, CA is issuing a combined synopsis/solicitation for a firm fixed price type contract for two stretch fabric sun shades. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The sunshade will be used to house and cover miscellaneous military vehicles required for testing. The site is located approximately 45 miles from NAWCWD China Lake Main Gate. Weather conditions vary with Summer temperatures approximately 100 degrees, Fall temperatures approximately 60 - 80 degrees, and Winter temperatures approximately 20 - 60 degrees. Specifications include the following: Size: 30' x 40' minimum plus or minus 2 ft either side, Flat end walls. One end to have minimum 12' wide x 16' high door, the opposing end is to have a 3' x 6'8' door minimum, both doors must be lockable. Materials: Fabric: Canvas with vinyl covering or equal. Foundation: No foundation is required, however, the sunshade must be anchorable directly to the ground. Wind loading: The sunshade shall withstand sustained winds of 120 mph both structurally and ground anchoring. Sky lights: Sunshade shall have a minimum of one light panel down the entire center of the structure. Color: Tan. Ventilation: Shall be by mechanical means, such as 2 turbo fans mounted on the peak of the roof line and equally spaced. Special tools: No special tools will be required to maintain or relocate the sunshade structure, except for tools required to drive the earth anchors. Installation: The contractor shall install the sunshade on the NAWCWD site. Contractors are advised that only U.S. Citizens will be allowed to access the NAWCWD Test Range in order to install the sunshade. Escort is not available. (Provisions/Clauses) The pr ovision FAR 52.212-1, Instructions to Offerors - Commercial Items (Sep 2006) applies to this acquisition and there is no addenda to the provision. FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) applies and contains important evaluation information. Evaluations shall be based on best value with technical capability and price as the evaluation factors. The Naval Air Warfare Center We apons Division works a 4/5/9 work schedule. Therefore alternate Fridays are not a part of the normal workweek for work performed on-site at a Naval Air Warfare Center Weapons Division site. The majority of the Government offices are closed on alternate Fridays. This synopsis/solicitation and its incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-18. This procurement is 100 percent small business set-aside. The NAICS code is 332311 and size standard is 500 employees. Inspection will be at the China Lake facility by the government. Acceptance will be at China Lake. Delivery shall be FOB Destination in accordance with FAR Clause 52.247-34. Ship to China Lake(Receiving Officer Code 822223D, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6108). Time of Delivery shall be in accordance with the offeror's proposed best delivery schedule and be delivered within a timely manner after the order has been placed, or no later than 60 days after contract award.
