- Description
- The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with of Dr. Philip Hopke of Clarkson University pertaining to an improved Multilinear Engine (ME executable, sealed script, license key as developed by Dr. P. Paatero), that will calculate source profile uncertainties using three different algorithms. The U.S. EPA believes that Dr. Hopke is the only known source that can provide the improved ME program which is compatible with EPA PMF. The period of performance is expected to be from the date of award for twelve (12) months. The NAICS Code for this procurement is 541710 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources must respond within 15 days of the date of this announcement. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government an order will be placed with Dr. Philip Hopke of Clarkson University.
