Description
The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price contract. Requirement includes but is not limited to provide all labor, materials, coordination, equipment, and supplies required for the construction of guardrail removal and replacement. The work shall include the complete removal of existing metal guardrail system to include concrete posts, and shall furnish and install new metal beam guardrail system with wood posts. Existing survey monuments, approximately six (6) inches in diameter and constructed of concrete, located on the roadway shoulders adjacent to the guardrails shall be protected-in-place. The physical limit of the project is up to the International Boundary between Mexico and the United States, and extends beyond a Port of Entry International checkpoint. Contractor?s employees must carry the appropriate identification required to pass the checkpoint. Contractor shall salvage existing metal guardrail system in its entirety, to include metal rail, bolts, washers, existing concrete posts, etc., and return to the Government. Publications of the Texas Department of Transportation form a part of the specifications. The project is located in the International Boundary and Water Commission, United States Section, Falcon Dam road located between FM 2098 road and the International Boundary and at the access road to the power plant, Falcon Heights, Texas. Tentative dates for issuing and closing of solicitation are August 8, 2007 and September 10, 2007 respectively. The work under this contract is for one lump sum bid. Period of performance is 120 calendar days from the date of issuance of Notice to Proceed. The estimated price range for this requirement is between $500,000 and $1,000,000. Request for the bid documents must be in writing. No telephone requests will be accepted. Requests must include business name, point of contact, address, telephone number, fax number, email address, and solicitation number. There will be no charge for the solicitation packet that includes plans and specifications. In order to ensure availability of solicitation, it is requested that requests for the solicitation be received by August 3, 2007. The requirement is 100% set-aside for small business and offers are solicited and will be considered from all small responsible sources. The North American Industry Classification System (NAICS) code for this acquisition is 237310, Highway, Street, and Bridge Construction. The associated small business size standard is $31.0 million dollars annual average gross receipts for the past three years. A pre-bid conference and site visit will be held. Attendance is highly recommended.
