- Description
- The NATO Consultation, Command and Control Agency (NC3A) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of NATO Response Force (NRF) Deployable Communication and Information Systems (DCIS). NC3A is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. NC3A intends to use the Best Value Procedure for bidding on this project. The successful bid pursuant to this IFB (Invitation for International Bidding) will be that bid that is the best value for the money offered in accordance with the evaluation criteria: 60% Price, 25% Engineering, 5% Supportability, 5% Management, and 5% Risk Mitigation. The estimated value of this project is not available at this time. The reference for this IFB is IFB-CO-12369-NRF. The U.S. Department of Commerce will be using the same reference. NC3A plans to issue a single contract for the entire scope of work. No partial bidding will be allowed. Bidders will be required to declare a bid validity of 12 months from the closing date for receipt of bids, supported by a bid guarantee of Euro 500,000 ($690,800). Should the selection and award procedure exceed 12 months after the bid closing date, firms will be requested to extend the validity of their bids and bid guarantee accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves from the bidding process without penalty. The IFB package will contain NATO RESTRICTED material. Contractor personnel will be called on to work at a NATO site in conjunction with the contract and such contractor personnel will be required to have security clearances to the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. To receive a copy of the Scope of Work Summary and the registration materials for the Industry Day (details below), please send an email request to Lcarpent@bis.doc.gov INDUSTRY DAY NC3A is organizing an Industry Day, the purpose of which is to assist firms in deciding whether or not they want to participate in the bidding and provide industry a venue to explore teaming arrangements. This event will take place on 03 September 2007 at the Marriot Courtyard Hotel near NATO Headquarters in Brussels, Belgium. The classification level of the Industry Day will be NATO RESTRICTED and only properly cleared individuals will be admitted. NC3A requests that the participants complete and send the registration form back to the point of contact indicated on the form together with the relevant security clearances for the attendees. Due to space limitations, a maximum of three participants per company will be allowed to attend. For those companies that cannot be represented at the Industry Day, NC3A will be organizing a Bidders Conference to be held during the bidding process. Details regarding the Bidders Conference will be provided in the IFB documents. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a Declaration of Eligibility from the U.S. Department of Commerce: 11 September 2007 2. Anticipated date that the Host Nation will forward the IFB to those on the Bidders List: end of September 2007 3. Anticipated closing date for receipt of bids: December 2007 4.
