Description
Supreme Headquarters Allied Powers Europe (SHAPE) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Engineering Support Services for the Joint Electronic Warfare Core Staff (JEWCS) at the Royal Naval Air Station, Yeovilton, Somerset, England. SHAPE is serving as the Host Nation for this project, which was authorized by the MBC. SHAPE intends to use the two envelope bid procedure. Partial bidding is not authorized. The estimated cumulated value of the contract is GBP 650,000 (USD 1.3 million). The reference for this project is IFIP-ACO-MANW-07-30 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. SCOPE OF PROJECT The requirement is to provide 3 engineers for an ongoing level of management and engineering support at the Royal Naval Air Station (RNAS) in Yeovilton, Somerset, England. The engineers will be required to maintain and repair the three Transportable Radar and Communications-jamming and Simulator Vans (TRACSVANS) and other equipment as required on a rolling maintenance program. One Electrical and Electronics Systems Engineer: Educated to the Incorporated Engineer level in relevant electrical, electronic, and computer subjects. On Mechanical Systems Engineer: Educated to the Incorporated Engineer level in relevant mechanical subjects. One Mechanical Systems Engineer Assistant: Holding BTEC level 3 (ONC) in mechanical engineering. Firms that have been approved for NATO International Competitive Bidding and that have performed at least three contracts within the last five years substantially similar in scope to the requirement described in the solicitation are eligible for nomination to the bidders list for this project. Maritime Component Command (MCC) Northwood reserves the right without obligation to carry out checks on the information provided. Contractor personnel performing services under the contract must be in possession of a valid NATO security clearance at the NATO SECRET level. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to Maritime Component Command (MCC) Northwood the NATO clearance certifications for all personnel assigned to the contract. The period of performance is one base year (2008) + four one-year options. Attendance will be required for a period of 200 working days per engineer per calendar year excluding bank holidays and weekends. Note: 3 engineers are in situ at RNAS Yeovilton. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1.
