Description
The Centers for Disease Control, NIOSH, Cincinnati, OH has a requirement for analysis of disease rates and costs for selected diseases, preparation of reports, and recommendations for prevention. The goal is to provide useful information to employers that will identify prevention opportunities and to indicate need for further investigation of associations between particular industries and health conditions. Highmark, Inc. is the only known health insurer in the United States who has developed the capability of calculating specific disease rates by detailed industry and who is prepared to convey this information to employers along with recommendations for prevention. NIOSH has been working with Independence Blue Cross for approximately two years for the same purposes. This additional work will expand the scope of data utilized and develop reports to employers in order to accomplish the fundamental objectives of the project and demonstrate a new model of occupational health tracking. The government intends to negotiate on a sole source basis with Independence Blue Cross because no other insurer is known that has begun this process and is prepared to produce the data, analysis and reports detailed in the purchase order within the time period beginning September 1, 2007 through March 1, 2009. Independence Blue Cross has the needed data and will also be able to contribute types of information to the desired databases that will substantially improve the quality of industry disease rate analysis for the entire project. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer with 15 days from the posting date of this notice their written specifications and supporting information in the format they choose, not to exceed 10 pages. Please submit capabilities and supporting information to Jennifer Bayer, REFERENCE: 000HCCKD-2007-46212, NIOSH, 4676 Columbia Parkway, Cincinnati, Ohio 45226, Mail Stop C-4. The Government shall review all information submitted and determine if other qualified sources could perform the effort. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, per FAR 13.106-1(b)(1), negotiations will be on a sole source basis conducted for the Independence Blue Cross as the only source meeting our needs and a purchase order will be issued without any additional notices being posted.
