Description
This Notice of Contract Action (NOCA) is to inform that the 42nd Contracting Squadron at Maxwell AFB, AL intends to award a contract for a "sole source" to Col. Gary Chilcott (Retired) for an -ongoing service requirement through the HQ AFJROTC by providing continuous Area Administrator for HQ JROTC, to be the direct conduit between HQ AFJROTC and individual units for program administration, operation and instructor conduct. This will be a firm-fixed price contract. If there is any business that can provide an "or equal" service meets the following Performance Work Statement (PWS), they must respond to this notice before 4: 00 PM (Central Daylight Savings Time) on 27 Jul 2007. If no responses are received by the above date, a sole source contract for Col.Donald Belche(Retired) will be pursued. The point of contact (POC) for this notice is Deborah Holt. Performance of Work Statement is as follows: Performance Work Statement (PWS) For Area Administrator Services For HQ AF JROTC Maxwell AFB, AL 1.0. Description of Services 1.1. Area Administrators (AA) shall conduct unit evaluations and surveys, provide advisory services to instructors in the field and assess the effectiveness of program operations. AAs shall evaluate the operation, administration and program effectiveness of all established AFJROTC units in their assigned geographical area pertaining to contract compliance, and cost and performance objectives on a cycle determined by the Director, AFJROTC. 1.2. Prepare and submit an assessment schedule; to include a 30-day visit/event forecast to Chief, Unit Assessments on a monthly basis. Submit any changes made to previous month?s schedule at the beginning of each month. 1.3. Conduct annual Unit Evaluation (UE) visits to at least 33% of assigned AFJROTC units within the Area of Responsibility (AOR). UEs shall be conducted using the assessment guide for standardization and the assessment checklist for compliance. AAs shall collect information and provide a variety of reports, documentation and recommendations pertaining to unit operations. 1.4. Submit required evaluation reports and/or trip reports normally within 10 business days of evaluation/visit. AAs shall immediately communicate potentially controversial findings, issues, or problems that may have widespread impact to HQ AFJROTC or the Air Force. 1.5. Evaluate unsatisfactory for inappropriate unit operation or instructor conduct. Report findings to AFJROTC and provide recommended corrective action. 1.6. Conduct follow-up compliance visits on units receiving major discrepancies during previous inspections and annual evaluations of units on probation status. 1.7. Establish and maintain liaison with unit, school and district administrators and the local community. 1.8. Provide assistance to newly selected host institutions concerning all facets of activating and operating an AFJROTC unit. Conduct staff assistance visit to new units or units with a staff of all new AFJROTC instructors with no prior AFJROTC experience, within 60 days of start-up or employment. 1.9. Evaluate Summer Leadership Schools (SLS) for compliance with standards and program objectives to include safety or personnel and proper use of AF funds. The number of visits will be distributed among all AAs with no AA being required to visit more than 8 SLS?s. 1.10. Visit prospective schools applying for an AFJROTC unit. Prepare and submit appropriate site survey report. 1.11. As retired officers, AAs shall wear their USAF uniform in the performance of their duties and responsibilities spelled out in this PWS. Wearing the uniform enhances public pride and projects an image of the AFJROTC organization. In addition, wear of the uniform assures the highest degree of consistency in appearance that is commensurate with the diversity of tasks and climates. Furthermore, as part of their duties the AA?s ensure compliance with the overall JROTC uniform program; they ensure compliance with our policy, regularly evaluate instructors, provide counseling or recommend actions for violation of uniform standards, and set an example through their own appearance in uniform. 2.0. General Information 2.1. Place of Performance/Travel/Other Direct Costs The work shall primarily be accomplished at the contractor Area of Responsibility (AOR). 2.2. Non-local travel shall be reimbursed at per diem and travel rates that shall not exceed the amount authorized in the Joint Travel Regulations (JTR). Airfare shall be the prevailing rates for commercial airlines at business class. When required, the most reasonable means of ground transportation (i.e., taxi, bus, train, and/or car rental) shall also be used. All travel costs shall be reimbursed on actual costs only. The travel costs shall not be burdened with fee or profit. 2.3. Invoice Procedures. Wide Area Work Flow (WAWF) is an automated system that allows vendors to submit invoices and receiving reports electronically; and the government to inspect, accept, receive, and pay them electronically. We cannot make awards to vendors who are not registered in WAWF. Please ensure that you are registered for electronic invoicing.
