Description: The George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany, requests proposals for a non-personal services contract for a Language Instructor capable of teaching Russian, Ukrainian, and English as a Foreign Languag e in the Special Language Program). The contractor may conduct one or a combination of the following Russian courses: 2-week Conventional Forces Europe (CFE), 3-week Consecutive Interpreting Techniques (CITC) and 3-week Open Skies (OS) courses. Instruct ion is primarily conducted at the intermediate and advanced proficiency levels Levels 2, 2+, and 3, as defined in the U.S. Government Interagency Language Roundtable (ILR) skill level descriptions, available under http://www.govtilr.org. This is a Best- Value procurement in that a trade-off will be conducted between technical factors and price with award not necessarily going to the lowest priced. Technical evaluation factors and their relative weight will be identified in the solicitation. Performance period is from 1 October 2007 through 30 September 2008, with four one-year option periods to be exercised at the Governments discretion. The solicitation will issue on or about 3 August 2007.
