- The U.S. Army Joint Munitions & Lethality Contracting Center is seeking interested sources who have the capability to provide comprehensive program management support services for current and future small, medium and large caliber ammunition programs and armament systems under the jurisdiction of the Office of the Project Manager, Maneuver Ammunition Systems. The bulk of the effort will require program management, engineering and administrative support personnel with backgrounds in their respective fields as well as experience and expertise in the areas of either small, medium and large caliber ammunition (or a combination of any or all calibers) of ammunition. The basic contract is planned for award in October 2007. The contract will include four option years and contain a maximum ceiling price of $10,000,000.00. The period of performance for this effort is FY08-12. The work will be performed at the following locations: Program Management Office, Picatinny Arsenal, NJ, Lake City Army Ammunition Plant, Independence, MO, Fort Benning, GA, Fort Knox, KY The following task orders are being submitted as part of our market survey to ascertain capabilities of interested parties to meet the requirements of this effort. TASK ORDER #1???On-site technical representative at Lake City Army Ammunition Plant in Independence, Missouri who will provide real time analysis, oversight, and reporting on major plant functions (including production, quality, maintenance, training, and management) and key events (e.g., critical failures) for Enhanced Lethality, Green Ammunition, Primers, Malfunction Investigations. The candidate will also perform the following functions: a. Perform independent evaluations of technical or process problems impacting delivery of small caliber ammunition or in-process components. b. Participate in root cause analyses, provide recommendations, follow-up implementation of corrective actions, and coordinate data. c. Analyze process and equipment improvement needs and opportunities to improve product quality and/or expand industrial capacity to meet funded or forecasted delivery requirements. d. Review project proposals and recommend candidate projects for consideration for Army or joint funding. e. Monitor activities on Army funded projects and programs. Witness significant project events, e.g., tests of product or equipment performance, or vendor demonstrations, including those scheduled on Saturday, Sunday and holidays. f. Attend Integrated Product Team (IPT) weekly meetings; continuously track progress on IPT actions and Army organizational commitments, facilitate resolution of administrative or contractual problems, and highlight unresolved issues that threaten production or project milestones. g. Participate in joint process or quality audits, verifying compliance of work practices with written procedures. Randomly verify corrective actions from prior audits. h. Participate in ???journey??? development of product and quality enhancements. i. Research manufacturing and product performance data for the PM which will help evaluate or support Engineering Change Proposals, Requests for Waivers or Deviations, other proposals, or compare current performance with historical experience. j. The on-site representative will hold a current secret security clearance. TASK ORDER #2???On-site technical representative at Fort Benning, GA will prepare draft Operational Requirements Documents (ORDs) and associated documentation for the improvement of Small and Medium Caliber ammunition, grenade munitions, and non-lethal munitions for the following: 20mm Ammunition Family, 25mm Family of ammunition, 30mm x 113mm Lightweight Family of ammunition, 30mm x 173mm Ammunition (to include MK44 cannon), 40mm Family of ammunition. a. Prepare associated documentation including Engineering Change Proposals, Analysis of Alternatives (AOA), Basis of Issue (BOI), Doctrine and Tactics, Training, Leader Development, Materials, Personnel, and Facility (DOTLOMPF) assessments, Material Concept (MC), and Operational Concept (OC). b. Provide lead project officer staff actions regarding individual weapons systems and associated accessories as identified by the Chief, Mounted Systems Division (MSD). c. Provide field support assistance and knowledge for MSD / PM-MAS user input on engineering and quality efforts. d. Act as a liaison for PM-MAS to the United States Army Infantry Center (USAIC) Directorate of Combat Developments (DCD). Additional interface for staff action accomplishment will also include, but not be limited to, the Program Executive Officer Ammunition, Joint Service Small Arms Program, Program Manager Soldier Weapons, ARDEC, USAIC Directorate of Training (DOT), TRADOC System Manager Soldier (TSM-S), (Soldier Battle Laboratory), and all other related agencies and staff at Fort Benning, GA. The on-site representative will also address requirements, integration, technical and logistics issues concerning, PM-MAS managed systems, as coordinated with the U.S. Army Infantry Center (USAIC MSD) Chief, Mounted Systems Division and PM- MAS. e. The on-site contractor representative shall represent MSD at meetings concerning all requirements, integration, technical and logistics aspects of PM-MAS managed systems. He / she shall coordinate with MSD and PM-MAS prior to the meeting in order to discuss the agenda and PM input. After the meeting the contractor shall document all action items and agreements. During meetings the on-site contractor shall attempt to answer questions or refer the question to the appropriate MSD or PM MAS point of contact as appropriate. Types of meetings shall include, but not limited to, scheduled and impromptu conferences / meetings relating to his / her assignments regarding small arms ammunition concepts, requirements, priorities, logistics, and integration. The on-site contractor may attend Integrated Product Team (IPT), Test and Evaluation Working Groups, Operational Test and Readiness Reviews (OTRRs), Manpower, Personnel, and Training Integration (MANPRINT), Joint Working Groups (JWGs), and Integrated Concept Teams (ICTs). These meetings will primarily be conducted at Fort Benning, GA. IPTs, OTRRs, and TWIGs may be conducted at locations other than Ft Benning, GA. Locations include Washington, D.C., Ft. Belvoir, VA, Picatinny Arsenal, NJ, Aberdeen Proving Grounds, MD, and Independence, MO. f. The on-site representative will hold a current secret security clearance. Respondents should have sufficient capability to furnish these requirements at the time of contract award. Interested firms, who feel they are capable, are invited to indicate their interest by providing to the U.S. Army a summary of their company???s capabilities including a description of facilities, personnel, and past experience as well as sufficient detail on their capability, personnel, and approach to meeting the identified tasks.
