- The Bureau of Reclamation, (Reclamation), Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Ottawa Engineering, Ottawa, ON K2B 7E1. The Lower Colorado Regional Office of the U.S. Bureau of Reclamation (Reclamation) and the Honolulu Board of Water Supply (BWS) are interested in the small hydropower potential on a proposed reclaimed water pipeline. The proposed pipeline is about 35,000 feet long from the Wahiawa Wastewater Treatment Plant (WWTP) to the Central Oahu Regional Park (CORP). The highest elevation near the upper end of the pipeline is about 860 feet and the lowest elevation near CORP is about 320 feet. The initial flow from the WWTP will be about 2 million gallons per day (mgd). The flow may increase if the Schofield WWTP is connected to the main reclaimed water pipeline. Reclamation will provide flow data from the Wahiawa WWTP before a site visit. The goal of the preliminary assessment is to determine if small hydro development on the proposed pipeline is economically beneficial. A report documenting the preliminary findings shall be completed by December, 2007, assuming the optional work listed below is not exercised. Task Items 1 - Site reconnaissance and meetings with Honolulu Board of Water Supply officials and engineers to understand proposed water system modifications and identify opportunities for small hydro. 2 - Explore/estimate the relationship between incremental increased pipeline cost and estimated small hydropower installation cost and revenue. 3 - Describe the method used to determine the optimal cost/revenue pipeline design. 4 - Describe the pipeline design and location of one or more small hydro plant yielding the optimal value. 5 - Show RETscreen cost analysis for 50 years for the above. 6 - Document results in a PowerPoint presentation to BWS and Reclamation in Honolulu. Write a letter report if Reclamation, in consultation with BWS, decides not to continue with the optional work listed below. Optional Work We would like to complete a refinement of concept if it is clear from performance of the above tasks that small hydro on the pipeline is economically beneficial. The decision to complete the optional work will rest solely with Reclamation (in consultation with the Board of Water Supply) and may depend on other items such as available funding. Results of the optional tasks will be reported in one report combined with the preliminary assessment work. Optional Task Items 1 - Solicit price quotes and layout drawings from suitable turbine manufacturers. 2 - Assess access requirements for the (or each) proposed small hydro plant site. 3 - Layout proposed powerhouse (conceptual drawings only). 4 - Layout proposed new power lines on a map. 5 - Discuss interconnection requirements. 6 - Recommend small hydro plant SCADA system design (integration with WWTP SCADA?) 7 - Re-run RETscreen. 8 - Document the refinement of concept tasks above in a report which includes the preliminary assessment. It is considered to be cost effective and in the best interest of the Government to award this to Ottawa Engineering Limited. This procurement will be awarded using Simplified Acquisition Procedures.
