Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 07SQ810242 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18, dated June 30, 2007. This solicitation is Set Aside for Small Business. The North American Standard Industrial Classifications System Code is 541512. THE FOLLOWING ITEM DESCRIPTION AND DELIVERY APPLIES: Place of Performance: Bureau of Reclamation, Denver Federal Center, 6th and Kipling, Denver, CO 80225, Building 67. Depending on the analysis technique, travel to Reclamation Regional office may be required Period of Performance: August 7, 2007 - September 30, 2007 ITEM 0001, Consultant Services - Number of hours required to perform service and cost per hour. ITEM 0002, Travel - TBD Quoters must review and comply with the FAR Provisions or Clauses which apply to this solicitation. This information is available on the Internet at http://www.arnet.gov/far. ITIL Foundations ITIL Change, Configuration and Release Management Practitioner Certification QUOTES ARE DUE: Quotes are due for this combined synopsis/solicitation on August 2, 2007 at 4:00 PM Mountain Standard Time and shall be delivered by the specified time to the Bureau of Reclamation, DFC, ATTN: Kim Gomez, 84-27810, PO BOX 25007, Denver, CO 80225-0007. Facsimile, 303-445-6345, and electronic, kgomez@do.usbr.gov, quotations are acceptable with all required documentation. No oral quotations will be accepted. Quoters must furnish the company name, DUNS number, TIN Number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be manually signed by authorized company official. Email questions are acceptable to kgomez@do.usbr.gov. Contractor shall be in CCR before award can be made. GENERAL The Bureau of Reclamation (Reclamation) has a requirement for consulting services which will provide Reclamation with an ITIL? Process Maturity assessment independent of software related solutions. BACKGROUND Reclamation's Denver IT Managers are undertaking implementation of ITIL processes and need to understand the current level of process maturity. Having this information will ensure the organization moves forward with the alignment of IT processes in a logical and consistent manner. WORK TO BE PERFORMED BY CONTRACTOR Assessment: Reclamation's IT Services Division is in need of a review of the effectiveness and efficiency of the division's IT practices. We require a structured approach to assess operational and strategic personnel and technical practices, and be provided a process model of our IT service management group. Successful consultant input will provide recommendations on how to make IT cost savings, provide more effective service support and delivery and demonstrate measurable improvements in services the organization provides to its customers. All work performed should result in the deliverables outlined below in "Summary of Deliverables," independent of a software solution (no specific vendor solution is required at this point). SUMMARY OF DELIVERABLES Measurements of the maturity The consultant will provide measurements of the maturity in six areas of Reclamation's IT Service Management processes, along with recommendations on how to improve service support, delivery and efficiency, as well as reduce costs. The six processes to assess: Incident Management Problem Management Configuration Management Change Management Service Level Management Release Management Each of the processes will be defined as being in one of the following five stages of maturity: Initiation Awareness Control Integration Optimization The review of the process maturity of our IT Service Management is to be measured against best practices and industry standards as defined by ITIL best practices. Priority areas will be highlighted, giving Reclamation the opportunity to directly focus IT Service Management efforts where they will best benefit the organization. The final deliverable will include: A detailed report on the findings. Recommendations to improve and further align the organization to ITIL best practices. Written suggestions to improve the IT Services Division in each of the 6 process areas mentioned above. A roadmap or implementation plan that describes the procedures to implement the improvement suggestions mentioned above in a phased approach. Reclamation requires that this service be independent of all hardware and software suppliers. PROJECT COMPLETION/DELIVERY SCHEDULE Acceptance of Deliverables Final acceptance of all deliverables will occur in writing within thirty days of project completion. The project shall be completed by September 30, 2007 Work Hours Normal work hours are Monday through Friday, except Federal holidays, 7:30 a.m. to 4:00 p.m. Hours outside of this perimeter, or overtime, are not permitted without the express written consent of the CO. Government Furnished Materials/Services All Material will be furnished to accomplish the job. Security The contractor shall supply Reclamation with the legal names of all employees who will be working under this contract. Reclamation reserves the right to perform security checks on such employees. If, in the judgment of Reclamation, any employee fails to meet minimum security requirements or proves to be detrimental to the security of the Reclamation facilities, the Contractor, upon request, shall remove such employee from any work under this contract.
