Description
The DCMA at Boeing Philadelphia, PA intends to negotiate and award a time and materials delivery order to procure with Boeing for laser alignment/analysis of the Ch-46E aircraft splice station 410 and the stubwing mating surfaces, under Basic Ordering Agreement (BOA) N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is 13 months after contract award and the work will be performed at Boeing Helicopters in Ridley Park, PA. Under this tasking Boeing will provide a laser program to assess cabin and aft fuselage mating surfaces and splice fasteners of station 410 and for relative positioning in the surface plane. The laser data will provide a mapping in aircraft coordinates for each aircrafts splice location from laser data points. The laser data will create a historical data back for each airframe. The laser program will also provide a laser program to validate drive system component alignment on flight status aircraft. The laser data using Insight software will provide measurement in aircraft coordinates specific to that derived from using conventional optical tooling with the drive system removed. The development of this laser process will significantly reduce labor associated with conventional means.
