Description

The DCMA at Boeing Philadelphia, PA intends to negotiate and award a time and materials delivery order to procure with Boeing for the investigation of the over torque limits for the Ch-46E, under Basic Ordering Agreement (BOA) N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is four months after contract award and the work will be performed at Boeing Helicopters in Ridley Park, PA. Under this tasking Boeing will review existing overload test data for the transmissions, and drive system components. Boeing will review and establish criteria to be use d to set over torque limits. These limits will include duration and magnitude of the occurrence and will define the resultant maintenance action required or fatigue life penalty as result of each over torque occurrence.
