Description
The solicitation in regards to this synopsis is a multiple NSN initiative and will result in an IQC (Indefinite Quantity Contract) with a one-year base period and four one-year option periods. There will be two line items on the solicitation which are all manufactured by Triumph Thermal Systems, Cage 78943. The line items are as follows: CLIN 0001 for NSN 2915-00-719-7343, Control, Fuel, Thermo, in accordance with Triumph Thermal part number U522245, delivery 51 days. CLIN 0002 for NSN 2915-00-799-2483, Parts Kit, Fuel Heat, in accordance with Triumph Thermal part number U534861, delivery 153 days. Specifications, plans, or drawings relating to the procurement are not available and cannot be furnished by the Government. This is being procured as other than full and open competition under 10 USC 2304(c)(1). These items are not commercial off the shelf. Guaranteed quantities are not applicable. A guaranteed minimum dollar value will be applicable for the base year only. The formula that will be utilized to calculate the guaranteed minimum is 10% of the aggregate extended dollar value of the estimated demand quantity (EDQ) for the grouping of NSNs. The Estimated Annual Demand Quantity (EAD) for CLIN 0001 is 26 EA and the EAD for CLIN 0002 is 26 EA. These EAD quantities apply to the base year and all four option years. A maximum annual contract quantity will apply for each line item and is two times the EAD. The evaluation of line items will occur on an all or none basis. Please provide pricing for each NSN. Progress payments are not authorized for this NSN IAW FAR subpart 32.5. A surge requirement does exist for CLIN 0002 for a total quantity of 114 EA. Possible stock delivery locations are any CONUS facility. Solicitation may be available for issue on or about August 7, 2007 and close on or about September 7, 2007. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.
