Description
The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of two (2) field-deployable ground Electro-Optic/Infrared (EO/IR) Surveillance Stations in support of International Secuirty Assistance Force (ISAF) at Kandahar Airfield in Afghanistan. NAMSA is serving as the Host Nation for this project, which was authorized by the MBC. NAMSA intends to use the sealed bidding procedure. Partial bidding is not authorized. The estimated value of this project is not available at this time. The reference for this project is Expression of Interest in RFP to Establish a Contract for the Supply and Delivery of Two (2) Ground EO/IR Surveillance Stations. The U.S. Department of Commerce will be using as its reference IFIB-ISAF-SURVEILLANCE-07. SCOPE OF PROJECT NAMSA has a requirement for the field deployment of two (2) ground EO/IR Surveillance Stations. The stations shall be in-production, field-proven equipment to be delivered in the operational theatre no later than four months after contract award. The system shall be self-contained and transportable either by truck or towed trailer and include the following elements: 1) Shelter for installation of equipment and operations station. 2) Operation from local 120/208 vac, 60 Hz mains with self-contained power generator with fuel tank for backup operation. 3) EO/IR sensor having the following minimum characteristics: - 60 degree coverage and +30 to -120 degree vertical scan - minimum range of 20km with detection and identification of a pickup truck at 10km - day/night all weather capability - optical zoom with selectable field of view - provide for storage of digital imagery - laser rangefinder - laser illuminator 4) Tower or telescoping mast for mounting of the EO/IR sensor at a height of no less than 30 meters above ground level. 5) Operator control and display station for the control of the EO/IR sensor and the display of sensor visual images. 6) Data processing equipment with requisite software to process, display and record EO/IR sensor image data. 7) Communications equipment as necessary to transmit image data to a local command center. 8) Remote operator display and control station having same capabilities as self-contained station. 9) Training of military operators in operation and routine maintenance of the system. 10) Full one-year warranty and foreign on site 24/7 Contractor Logistics Support. SPECIFIC TERMS AND CONDITIONS Period of Performance: Supply and delivery is estimated to be required not later than 120 calendar days after contract award. Partial Bidding: Not allowed. Estimated Quantities: Two (2) EO/IR Surveillance Stations. Follow-on Services: None envisioned at this stage. Optional Requirements: None envisioned at this stage. Quality Assurance: To be provided at the time of the RFP. Security Level Required: The type of information to be passed on the firms to enable them to bid is expected to be NATO RESTRICTED. Prior to receipt of solicitation documents, firms are required to have the appropriate clearance. Personnel operating at the field location after the contract award must possess a NATO SECRET clearance. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. Language: The RFP and subsequent contract will be in the English language. Offers and any communication to be made by the bidders, and any technical data or documentation to be furnished by the contractors must be also in English. Currency Conversion Rates: Not applicable at this stage. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 27 July 2007 2. Estimated RFP release date: 01 August 2007. Bidders will be allowed no fewer than 21 calendar days to reply. 3. Estimated bid closing date: TBD. The bids will be valid for a period of 180 days. 4. Required delivery schedule: TBD
