- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with New Focus, Inc. in San Jose, California for the purchase of a Tunable Laser System under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIST requires a Tunable Laser System, which will be used during experiments to generate entangled photon pairs. To perform these experiments, NIST requires the Tunable Laser System at 1064 nm band. In addition, the required system shall meet the following specifications: 1. Tuning range of 1055-1070 nm (mode hop free); 2. Minimum power of 12 mW; 3. Linewidth of less than 300 KHz; 4. Wavelength repeatability of 0.1 nm 5. Tuning resolution of 1.02 nm; 6. Interfaces including remote GPIB (IEEE 488) and RS 232 controls; 7. Fiber pigtail with FC/APC connector; 8. System to include laser head and controller. Sole source determination is based on NISTs need for a Tunable Laser System at 1064 nm band which also meets the additional specifications noted above. Since New Focus is the only vendor who is currently making Tunable Laser Systems that meet all of NISTs specifications, we require this order to be sole sourced to New Focus. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor?s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 7, 2007. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
