Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration (NOAA)/Bureau of Economic Analysis (BEA),intend to negotiate with D. K. Shifflet & Associates, LTD., in Falls Church, Virginia, on a sole source basis in accordance with authority of 41 U.S.C.253(c)(1), only one responsible source. Section 1 - Scope The Bureau of Economic Analysis (BEA), has developed several satellite accounts designed to expand the analytical capabilities of the system of national accounts. Included among these is the Travel and Tourism Satellite Accounts (TTSA's), which is used to determine the economic size of the U.S. travel and tourism industry. Section 2 - Background BEA is updating the TTSA's for calendar year 2006. BEA is seeking the same set of data that were supplied by D.K. Shifflet & Associates, Ltd. (DKSA) to create the 1997-2005 TTSA's for calendar year 2006. The primary goal is to secure the best, most comprehensive data as appropriate inputs consistent with the data provided to BEA for the past seven years for the TTSA's. Continuity of data is crucial to accurately estimating the TTSA?s. The TTSA'S are funded by the International Trade Administration (ITA) and requires that the TTSA estimates be a consistent, comparable time series from 1997-2006. Offerors capable of providing this type of data are requested to respond. All written responses must include a written narrative statement of capability demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency evaluation to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding with a sole source procurement. A determination by the Government not to open the requirement to competition based upon responses to this Notice is solely within the discretion of the Government. Affirmative written responses must be received no later than August 24,2007. All information in response to this notification must be submitted, in writing, to the Contracting Officer.
