Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA pacific Marine Environmental Laboratory located in Seattle, WA intends to acquire services for consulting, set up, running and data analysis for atmospheric model simulations. The period of performance is through November 2007. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is 3 Tier Environmental Forecast LLC, Seattle, WA. 3 Tier Environmental Forecast LLC is the only vendor capable of performing this simulation in relatively quick turn-around time. The experience and expertise of Dr. Jim McCaa in running MM5 and WRF in the types of numerical experiments and scientific climate issues are essential in carrying out the simulations. 3 Tier Environmental Forecast LLC will perform the following tasks. 1) NWP model experiment for 6 storm events in the western North Pacific; 2) Pre-processing of NWP model data; and, 3) Consult the exact procedure to be used in the simulation experiments and research.
