Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH ALASKA VETERINARY PATHOLOGY SERVICES FOR NOAA FISHERIES, ALASKA REGION. PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE THE NECESSARY SERVICES TO ANALYZE AND SUMMARIZE COOK INLET BELUGA PATHOLOGY SAMPLES AND FINDINGS AND DEVELOP STANDARDIZED HEALTH ASSESSMENT PROTOCOL SAMPLING FOR FUTURE STRANDED AND HARVESTED BELUGAS.THE CONTRACTOR?S SPECIFIC OBJECTIVES ARE TO: 1) SUMMARIZE AND ANALYZE THE EXISTING PATHOLOGY DATA ON THE COOK INLET BELUGAS, BOTH STRANDED AND HUNTER KILLED, AS WELL AS THE AVAILABLE DATA FROM BRISTOL BAY AND EASTERN BERING SEA BELUGAS. THIS WOULD INCLUDE THE AVAILABLE GROSS FINDINGS, HISTOPATHOLOGY, MICROBIOLOGY, PARASITOLOGY, CONTAMINANTS, AND LIFE HISTORY DATA. DATA ANALYSIS WILL ALLOW RESEARCHERS IN THE FIELD TO BECOME AWARE OF WHAT IS KNOWN, WHAT NEEDS TO BE FURTHER INVESTIGATED, AND HOW THESE FINDINGS MIGHT RELATE TO STRANDING AND POPULATION STATUS. A MANUSCRIPT FOR A PEER-REVIEWED JOURNAL WILL BE PREPARED AND SUBMITTED ON THESE NECROPSY FINDINGS. THE DIFFICULTY THAT MOST LIKELY EXISTS IN THIS DATA SET IS THE LACK OF STANDARDIZED SAMPLE COLLECTION AND ANALYSIS BETWEEN THESE DIFFERENT BELUGA POPULATIONS; AND LIMITATIONS ON DATA AVAILABLE FROM STRANDED ANIMALS OF VARIABLE POST MORTEM STATE. 2) DEVELOP STANDARDIZED NECROPSY PROTOCOLS FOR GROSS INSPECTION, GATHERING OF LIFE HISTORY DATA, HISTOPATHOLOGY, MICROBIOLOGY, BIOTOXIN ANALYSIS, GENETICS, AND CONTAMINANTS EXPOSURE. IN ORDER TO COMPARE THE FINDINGS IN COOK INLET BELUGAS WITH OTHER BELUGA POPULATIONS, STANDARDIZED METHODS WILL BE DEVELOPED IN CONSULTATION WITH OTHER BELUGA WHALE RESEARCHERS NATIONALLY AND INTERNATIONALLY. ALASKA VETERINARY PATHOLOGY SERVICES. IS UNIQUELY QUALIFIED DUE TO THE FACT THAT THEY HAVE THE ONLY BOARD CERTIFIED ANATOMIC VETERINARY PATHOLOGIST IN ALASKA. THIS IS A CRITICAL NEED FOR THIS PROJECT DUE TO THE SAMPLES COLLECTED FOR HISTOLOGY AND DISEASE NEED TO BE FROM FRESH STRANDED OR HARVESTED ANIMALS (GENERALLY THIS MEANS THEY HAVE NOT BEEN DEAD FOR MORE THAN FIVE HOURS) AND THOSE SAMPLES ARE NOT ALLOWED TO BE FROZEN. ONCE TISSUE SAMPLES ARE FROZEN THE CELLS RUPTURE AND CAN NOT BE ANALYZED AT THE CELLULAR LEVEL. MOST ALASKA MARINE MAMMAL SAMPLES ARE COLLECTED IN THE SUMMER. IT IS NOT POSSIBLE TO STORE AND SHIP SAMPLES IN A MANNER THAT KEEPS THESE SAMPLES FROM ROTTING WITHOUT SHIPPING THEM FROZEN. FROZEN SAMPLES ARE GOOD FOR CONTAMINANT ANALYSIS, FATTY ACID ANALYSIS, AND DIET; AND SAMPLES IN A PRESERVATIVE SOLUTION CAN BE SHIPPED FOR GENETICS (CA AND FL) AND REPRODUCTION (IL AND WA) INFORMATION. HOWEVER, FOR CELLULAR ANALYSES, SAMPLES NEED TO BE FROM A FRESH DEAD ANIMAL, KEPT COOL TO COLD (NOT FROZEN) AND NEED TO BE EXAMINED NO LATER THAN 24 HOURS AFTER COLLECTION. ALASKA VETERINARY PATHOLOGY SERVICES IS LOCATED IN EAGLE RIVER, ALASKA AND IS THE ONLY SERVICE IN ALASKA THAT HAS THE EXPERTISE AND BOARD CERTIFIED VETERINARIAN PATHOLOGIST WITH MARINE MAMMAL EXPERTISE TO PROVIDE THE SERVICES REQUIRED. BASED ON THE ABOVE, NOAA BELIEVES ALASKA VETERINARY PATHOLOGY SERVICES IS THE ONLY VENDOR AVAILABLE THAT CAN MEET THE ABOVE REQUIREMENTS AND IS UNIQUELY QUALIFIED TO WORK ON THIS CRITICAL PROJECT. PERIOD OF PERFORMANCE IS FROM SEPTEMBER 1, 2007 THROUGH AUGUST 31, 2008. NOTWITHSTANDING THE GOVERNMENTS INTENT TO NEGOTIATE THIS REQUIREMENT WITH ALASKA VETERINARY PATHOLOGY SERVICES, UNDER THE AUTHORITY OF 41 USC253(C)(1), ANY OTHER RESPONSIBLE SOURCES MAY SUBMIT A STATEMENT OF QUALIFICATIONS AND EXPERIENCE WHICH, IF TIMELY RECEIVED, WILL BE EVALUATED BY NOAA TO DETERMINE IF A COMPETITIVE SOLICITATION SHOULD BE ISSUED.
