- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Southwest Region located in Long Beach, CA intends to acquire services to conduct genetic analysis on North American green sturgeon and prepare reports. The period of performance is through June 2009. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is the University of California, Davis, California. Dr Joshua Israel, Dr. Bernie May, and Drs. Israel and May are the only people with the expertise to carry out this work. They performed multiple studies and published many article regarding the population genetics of the sturgeon, and can provide the necessary protocols and equipment to efficiently complete this project. The results of this project will 1) update the status review for the Southern DPS of green sturgeon; 2) update the status of the Northern DPS of green sturgeon, currently a NMFS Species of Concern; and, 3) complete a draft of a green sturgeon Southern DPS Recovery Plan.
