Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service located in Portland, OR intends to acquire services to assist in the Oregon Mid-Columbia Steelhead Recovery Plan implementation facilitation. The period of performance is base year through December 2008 and option through December 2009. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is William Blosser Consulting. William Blosser Consulting is the only source capable of facilitating quarterly Mid-Columbia Steelhead Sounding Board and other selected public meetings, produce public information and out reach materials based on the Mid-Columbia Steelheads Recovery Plan, develop a public involvement strategy to implement the recovery plan, and assist NMFS and State of Oregon to produce an adaptive Management Plan for the Mid-Columbia Steelhead Recovery Plan. William Blosser has proven expertise in facilitating and mediating for the multi-stakeholder Oregon Mid-Columbia Steelhead Sounding Board and State of Oregon Water Resources Commission; and performed project management for development of strategic plans for the ESA Habitat Conservation and Lower Columbia Solutions Group. His experience with the Sounding Board members is consistent with the implementation of the Mid-Columbia Steelhead Recovery Plan.
