Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT THE UNIVERISTY OF WASHINGTON?S SCHOOL OF ACQUATIC FISHERY SCIENCES, COASTAL OBSERVATION AND SEABIRD SURVEY TEAM FOR NOAA FISHERIES, ALASKA REGION. PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE SERVICES TOWARDS THE CONTINUED OPERATIONS TO MAINTAIN COVERAGE ON OVER 125 COASST SITES THROUGHOUT THE PACIFIC NORTHWEST, CONDUCT OUTREACH AND EDUCATION AND CREATE AND KEEP UPDATED A FIELD GUIDE SPECIFICALLY TAILORED FOR ALASKA, INCLUDING ALL SPECIES FOUND IN THE BERING SEA, AND IN THE NORTH PACIFIC IN ACCORDANCE WITH THE STATEMENT OF WORK AND TERMS AND CONDITIONS CONTAINED HEREIN. THE CONTRACTOR?S SPECIFIC OBJECTIVES ARE TO: 1) MAINTAIN MONTHLY VOLUNTEER COVERAGE ON OVER 125 COASST SITES THROUGHOUT THE PACIFIC NORTHWEST. 2) CONDUCT AT LEAST SEVEN TRAINING AND REFRESHER SESSIONS TO TRAIN NEW VOLUNTEERS AND REFRESH SKILLS OF CURRENT VOLUNTEERS. 3) PROVIDE DATA TO ALL STATE AND FEDERAL AGENCIES AND OTHER INTERESTED GROUPS OR INDIVIDUALS VIA THE COASST WEBSITE OR, IN THE CASE OF SPECIFIC REQUESTS, BY CONTACTING US DIRECTLY. 4) ANALYZE EXISTING DATA FOR FISHERY MORTALITY TRENDS, AND TRENDS IN BEACHING RATES OF SPECIES KNOWN TO BE BYCATCH IN NORTH PACIFIC FISHERIES. 5) CREATE BEACHED BIRDS: ALASKA ? A COASST FIELD GUIDE SPECIFICALLY TAILORED FOR ALASKA, INCLUDING ALL SPECIES FOUND IN THE BERING SEA, AND IN THE NORTH PACIFIC. UNIVERISTY OF WASHINGTON?S SCHOOL OF ACQUATIC FISHERY SCIENCES, COASTAL OBSERVATION AND SEABIRD SURVEY TEAM. IS UNIQUELY QUALIFIED DUE TO THE FACT THAT COASST IS ALSO THE ONLY PROGRAM IN THE WORLD TO HAVE DEVELOPED A FULL COLOR FIELD GUIDE TO BEACHED BIRDS, BEACHED BIRDS: A COASST FIELD GUIDE, WHICH IS CURRENTLY USED BY BEACHED BIRD PROGRAMS THROUGHOUT CALIFORNIA, OREGON, WASHINGTON, AND BRITISH COLUMBIA, AS WELL AS IN ALL WEST COAST FISHERY OBSERVER PROGRAMS, FROM ALASKA TO CALIFORNIA, INCLUDING CANADA. COASST IS ALSO THE ONLY PROGRAM ON TO PROVIDE ANNUALLY: ANALYZED DATA ON DEPOSITION, PERSISTENCE, AND SCAVENGING BY LOCATION AND MONTH; REPORTS ON THREATENED AND ENDANGERED SPECIES; ESTIMATES OF MORTALITY FROM BYCATCH AND OTHER ANTHROPOGENIC SOURCES; SPECIAL REPORTS ON MASS MORTALITIES. COASST IS ALSO THE ONLY PROGRAM IN THE WORLD TO MAINTAIN A COLDFUSIONX WEBSITE, WITH REAL-TIME DATA ENTRY AND SMART-CHECK ABILITIES, AS WELL AS NEAR REAL TIME REPORTING OF BEACHING STATISTICS BY SITE. THESE ITEMS COLLECTIVELY ARE NECESSARY TO THE EFFECTIVE PERFORMANCE OF THIS CONTRACT AND MAKE COASST UNIQUELY QUALIFIED TO BE THE ONLY RESPONSIBLE SOURCE TO BE ABLE TO COMPLETE THIS REQUIRED WORK, NO OTHER VENDOR WILL BE ABLE TO SATISFY THE REQUIREMENTS. BASED ON THE ABOVE, NOAA BELIEVES UNIVERISTY OF WASHINGTON?S SCHOOL OF ACQUATIC FISHERY SCIENCES, COASTAL OBSERVATION AND SEABIRD SURVEY TEAM IS THE ONLY VENDOR AVAILABLE THAT CAN MEET THE ABOVE REQUIREMENTS AND IS UNIQUELY QUALIFIED TO WORK ON THIS CRITICAL PROJECT. PERIOD OF PERFORMANCE IS FROM AUGUST 15, 2007 THROUGH AUGUST 31, 2010. THE INTENT IS TO NEGOTIATE A BASE YEAR WITH TWO OPTION YEARS. OPTION YEARS ARE NOT A GUARANTEED SOURCE OF FUNDING. NOTWITHSTANDING THE GOVERNMENTS INTENT TO NEGOTIATE THIS REQUIREMENT WITH UNIVERISTY OF WASHINGTON?S SCHOOL OF ACQUATIC FISHERY SCIENCES, COASTAL OBSERVATION AND SEABIRD SURVEY TEAM, UNDER THE AUTHORITY OF 41 USC253(C)(1), ANY OTHER RESPONSIBLE SOURCES MAY SUBMIT A STATEMENT OF QUALIFICATIONS AND EXPERIENCE WHICH, IF TIMELY RECEIVED, WILL BE EVALUATED BY NOAA TO DETERMINE IF A COMPETITIVE SOLICITATION SHOULD BE ISSUED.
