- THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute NHGRI) is seeking the services of an organization to host, plan, develop, implement and evaluate a public genomics community outreach program using a community forum as the core component of the program. The title is ?NHGRI Community Genetics Forum 2008: Continued Development, Implementation, and Evaluation of a Model Collaborative Community Engagement Program.? The reference solicitation number is: NHLBI-PB(HL)-2007-191P-KLW. This solicitation is issued as a Request for Quotation (RFQ). This acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-18. The total contracted dollar amount, including options, if any will not exceed $5 million. The acquisition is being conducted as a full and open competitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 541690, Other Scientific and Technical Consulting Services and the associated small business size standard is $6.5 million. The Government?s anticipated period of performance is October 1, 2007 through December 31, 2008. The delivery point is as specified in the request for quotation. Market research conducted by the Government through Federal Business Opportunities, (FedBizOpps), posted on July 13, 2007, has determined there are no reasonable expectations of obtaining two (2) or more offers from small businesses. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The quotations will be evaluated in accordance with the criteria as specified in the Request for Quotation. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested services. Therefore, the initial offer should contain the Offeror?s best terms from a technical and price standpoint. Interested parties are requested to review the attached request for quotation, and submit a proposal detailing how each aspect of the statement of work is to be accomplished. The technical approach should be in as much detail as you consider necessary to fully explain your proposed technical approach or method. The technical plan should reflect a clear understanding of the nature of the work being undertaken. The technical plan must include information on how the project is to be organized, staffed, and managed. Information should be provided which will demonstrate your understanding and management of important events or tasks. Plans which merely offer to conduct a program in accordance with the requirements of the Government's scope of work will not be eligible for further consideration. The offeror must submit an explanation of their proposed technical approach in conjunction with the tasks to be performed in achieving the project objectives. The offeror must also include, firm fixed priced (loaded) hourly rates, estimates and explanations for any other direct costs, prompt payment terms, the F.O.B. Point (Destination or Origin), shipping cost, if applicable, business size, Taxpayer Identification Number (TIN), and Dun & Bradstreet Number (DUNs). The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov.
