- The National Institutes of Health (NIH), National Heart Lung, and Blood Institutes (NHLBI) is seeking to purchase as state of the art Cardiovascular Computer Tomography Magnetic Resonance Imaging Scanner for use in its Laboratory of Cardiac Energetic advanced cardiovascular imaging programs. The Laboratory of Cardiac Energetics is in the intramural research program of the National Heart, Lung and Blood Institute. The Laboratory Cardiac Energetics has an advanced cardiovascular imaging program that spans subcellular imaging, preclinical imaging, clinical diagnostic imaging, catheter based interventional procedures, and preclinical image guided robotic surgery. This program is accomplished by synergistic interactions of engineers, physicists, physiologists, and clinicians. Common goals and overlapping interests bring a multidisciplinary approach to individual programs. The Cardiovascular Computer Tomography Magnetic Resonance Imaging 256-detector Scanner will support many existing research projects in the laboratory and enhance these research opportunities by providing high-resolution 3-dimensional images of the heart and vascular tree. These images will provide new methods for assessing myocardial perfusion, myocardial viability, coronary artery disease, intravascular interventional procedures, and robotic surgery. Many of these projects are specifically and uniquely enabled by new CT technology, namely the capability of a 256-detector scanner, spatial coverage of approximately 12.5 cm in the axial direction of the scanner is anticipated to provide unique abilities for imaging perfusion, viability and guiding interventions and robotic surgery. A turnkey installation is also required. A market survey is being conducted to determine the availability and potential technical capability of small business manufacturers to provide the Cardiovascular Computer Tomography Magnetic Resonance Imaging Scanner. Based upon the responses to this market survey, the Government will determine if the requirement is suitable for competition on a restricted basis to a small business, unrestricted full & open basis, or as a sole source. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information. The intended procurement will be classified under North American Industry Classification System code 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 500 Employees. The Government anticipates that there will be one fixed price commercial item contract award on or about September 30, 2007. The proposed delivery date will be negotiated. If your organization has the potential capacity to manufacture, delivery and provide installation of the equipment as indicated herein, please provide the following information: 1) Organization name, address, email address, Web site address and telephone number as well as size and type of ownership for the organization, i.e., large business, small business, Small Disadvantaged Business, 8(a), woman-owned, Historically Underutilized Business Zone (HUBZone) concern, Veteran, and/or Service-disabled Veteran; 2) Business size information which states, the business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and whether or not the firm has been approved as a small business by the SBA under the applicable NAICS code; and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. The Government will evaluate the capability information to determined if the requirement is suitable for competition on a restricted basis to a small business, unrestricted full & open basis, or as a sole source. Firms responding to this market survey are encouraged to structure capability statements providing the business information as requested above, the cardiovascular computer Tomography magnetic resonance imaging scanner product information and descriptive literature manufactured. Responding firms should provide an electronic copy of a tailored capability statement to hawkinsd@nhlbi.nih.gov. The capability is expected to be brief, not exceeding ten (10) pages in length. However, the capability statement must be thorough providing sufficient detail to determine the technical capability of the submission.
