Description
NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER for The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Program Services (OPS) to the US Psychiatric Rehabilitation Association (USPRA). The purpose of this project is to contract with the USPRA to identify any gaps in core competencies that relate to the components of recovery, develop the missing competencies, and develop and pilot test a training manual. The manual will be one that can be used by psychiatric rehabilitation personnel and other mental health service providers to increase knowledge and skills so that services and supports will be more recovery-oriented and consumer-driven. The USPRA in 2006 released Psychiatric Rehabilitation Skills in Practice: CPRP Preparation and Skills Workbook. The publication provides relevant and applied information about skills assessment, development, and delivery in psychiatric rehabilitation. Core competencies including knowledge and skills are identified in eleven domains of practice. These range from interpersonal and professional role competencies to treatment and rehabilitation interventions to diversity and cultural competencies. Many of the identified competencies in the Workbook relate to the ten components of recovery identified in the recovery consensus statement. However, not all recovery components are fully addressed in the workbook. Also, there is no known curriculum that provides training and education to psychiatric rehabilitation personnel on the integration of recovery concepts and principles into their practice. There is a need to enhance the knowledge and skills of the many psychiatric rehabilitation personnel that staff a range of programs---from clubhouses to supportive employment to housing---that provide mental health services and supports to many persons with mental illnesses across the nation. Therefore in response to the need to make mental health services and supports more recovery-oriented, the following objectives are proposed. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
