- The U.S. Department of Homeland Security, U.S. Customs and Border Protection (CBP) National Acquisition Center, intends to negotiate a Firm-Fixed price, sole source, Commercial type contract with the National Institute of Transition Planning under FAR Part 6. The vendor will conduct Retirement Planning Seminars in various CBP locations within the United States. The seminars will cover both CSRS and FERS benefits with special attention provided to law enforcement and COPRA employee issues. This notice of intent is NOT a request for competitive proposals; however, prospective contractors who believe they can successfully propose must provide specific detailed technical documentation to support such claims and abilities. No award will be made on the basis of any proposal or other information received in response to this notice, as this is a notification of intent to acquire and not a request for proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposals should be sent to contract specialist by fax or e-mail listed below (email preferred) by 3:00PM local time July 27, 2007.
