Description
The forthcoming solicitation will be for regular and supervisory guard and armed guard services at the Port Isabel Detention Center in Los Fresnos, Texas which is operated by the Detention and Removals Office of the Immigration and Customs Enforcement, Department of Homeland Security. The procurement will be full and open competition. The solicitation is expected to be posted before mid-September 2007. The period of performance is expected to be from March 1, 2008 through February 28, 2009 for a base year plus four 1-year options. The mission of the Detention and Removal Operations Program (DRO) is the planning, management, and direction of a broad program relating to the supervision, detention and deportation of aliens who are in the United States illegally. These activities are chiefly concerned with enforcement of departure from the United States of aliens who have entered illegally or have become removable after admission. In implementing its mission, DRO is responsible for carrying out all orders for the required departure of aliens handed down in removal proceedings, or prior there to, and arranging for detention of aliens when such becomes necessary. DRO maintains and operates the Deportable Alien Control System (DACS) to process cases located by the Border Patrol, Investigations and Inspections activities. The D&R activities are directly reliant upon these other activities. Investigative and Border activities locate aliens who are denied entry or further stay in the United States and whose departure must be enforced. The Contractor is required, in units housing ICE detainees, to perform in accordance with the most current editions of the ICE Detention Standards, American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), and Standards Supplement, Standards for Health Services in Jails, latest edition, National Commission on Correctional Health Care (NCCHC). Some ACA standards are augmented by ICE policy and/or procedure. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards prevail. ICE Inspectors will conduct periodic inspections of the facility to assure compliance of the aforementioned standards. The Contractor shall furnish detention (armed/unarmed) officer services, including management personnel, supervision, manpower, relief officer, uniforms, equipment, and supplies to provide guard services seven (7) days a week, twenty-four (24) hours per day for the Port Isabel Service Processing Center. The Contractor is responsible for record keeping services. The Port Isabel Service Processing Center generally operates at an operational capacity of 1200 detainees. The Contractor shall provide a minimum of one Detention Officer of the same gender as the detainees on each post. Detainees are classified as High (Level 3), Medium (Level 2), or Low Risk (Level 1). It is imperative that assigned posts are properly covered at all times. The Contractor shall provide its own fully operational and well-maintained equipment, supplies and forms that pertain to its own business enterprise. Business activities may include replacing equipment and manpower to ensure full service at the ICE location. The Contractor shall provide the transportation for detainees as described in the forthcoming solicitation. In addition, the Contractor shall provide full and complete cooperation for any request or investigation conducted by the Government.
