- The purpose of this amendment is as follows: 1) To revise the solicitation and provide training locations for Hazwoper Training for the base year and option years. The contractor is no longer required to provide the training facility. It is anticipated that of the (4) required training courses per year (2) will take place in Yorktown, VA and (2) will take place in Petaluma, CA at a Government provided training facility. The dates for Hazwoper training for the option years will be determined after contract award. Dates and locations for the base year are as follows: TRACEN Yorktown, VA: October 1-4, 2007 and July 28-31, 2008; TRACEN Petaluma, CA: December 10-13, 2007 and August 18-21, 2008. 2) Due date for proposals is extended to Tuesday, August 7, 2007 @ 2 pm local time. 3) Provide answers to industry questions: 1. Would the Coast Guard prefer that the scenarios on day two of the training be tabletop exercises or field exercises? We would consider either as acceptable mean of evaluation. 2. Are students already HAZWOPER trained and current with the initial and annual refresher requirements? Most students are HAZWOPER trained and current with refresher training. 3. Is it expected that the contractor will provide transportation from lodging to the training site? No, please see changes below. 4. Format for email submission, word doc or PDF? Word document. 5. Can resumes and appendices be included in addition to the ten (10) page narrative of the proposal? Yes. 6. Is there currently an incumbent that is providing this service to the Coast Guard? Yes. 7. We understand that the two day training sessions are to be provided each quarter, does the Coast Guard have specific dates in mind? Specific dates are listed below. 8. Can you tell us what the geographic locations for the training will be? TRACEN Yorktown, VA: October 1-4, 2007 and July 28-31, 2008; TRACEN Petaluma, CA: December 10-13, 2007 and August 18-21, 2008 (32 Students per class with a maximum of 35) 9. Can you please explain what kind of certification and/or certifying agency for Emergency Response and adult learning and instructional technology that a bidder would need to have to be qualified to bid on this solicitation? There is not any kind of certification or certifying agency for either Emergency Response or adult education. The bidding companies need to list their instructor's emergency response background and experience along with adult learning instructional background (train the trainer). 10. Is it anticipated that the four annual training courses will take place in the same location? NO. Dates and training locations are provided above. 11. Will we be using the USCG Hazardous Materials FRO program listed on the website in the solicitation or will we have to provide a program? We will be using the USCG Hazardous Materials FRO program listed on the website.
