The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Bureau of Information Resource Management, E-Mail Division (IRM/OPS/MSO/EML). This Justificaiton and Approval (J&A) on a brand name description is essentail to the Governmen?t requirements for Department of State infrastructure interoperability and connectivity with mission critical communications systems, thereby precluding consideration of the products of another company. IRM/OPS/MSO/EML has identified the Network Appliance products as a key component of the Deparment?s core Microsoft Exchange E-Mail infrastructure on OpenNet. The equipment listed above is required to support continuing operations of the Departmen?ts Enterprise E-Mail systems. The curent Network Appliance systems provide storage for over 14,000 user mailboxes. This acquisiton will allow MSO to support the Department?s IRM Bureau consolidation efforts and provide storage for 25,000 users on OpenNet. This will also enable MSO to provide increased storage space for users ? 500 MB mailboxes vs current mailbox size for users which is restricted to 100 MB. Furthermore, SMART and MSO have committed to shared platform at a common alternate site for disaster recovery capability based upon Network Appliance technology. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s core Micrsoft Exchange E-Mail infrastructure. Network Appliance provided hardware, software, and services provide support for current E-Mail Central Site operations. Network Appliance systems are tightly integrated with Microsoft Exchange and integrate semealessly into the Department?s networking infrastructre. Therefore, Network Appliance has a thorough understanding of Microsoft Exchange and the Department?s operational requirements. No other supplier possesses this level of capability and understanding. Acquistion of storage systems from any other supplieir would involve substantial risk in the areas of quality and continuity of operations, cost for maintaining current operations, and schedule for deployment of Central Site consolidation capabilities. Furthermore, SMART and MSO will be able to exploit a common platform based upon Network Appliance architecture and systems for disaster recovery. Economies of scale gained through the use of this common, shared platform for disaster recovery will result in savings of $1M to $3M for the Department.
