- Consulting Architect-Engineer services are required to conduct water pilot testing prior to design services to prepare complete working drawings (with preliminary and final design/specification submittals and reviews), specifications, cost estimates, regulatory agency submittals, related studies, and construction period supervision and inspection services. This requirement is to provide all labor, supplies, equipment, transportation and supervision necessary to design a replacement to the existing diatomaceous earth-based water filtration and treatment plant that supplies purified domestic water for the Sheridan Veterans Affairs Medical Center, 1898 Fort Road, Sheridan, Wyoming 82801. The end result will be design services and construction management services provided to install a membrane-based filtration system that will be more environmentally sound, will modernize the existing system, and that will be less prone to failure. Services shall begin with pilot testing of the surface water system that supplies the medical center's reservoir in order to profile the water source and ascertain which manufacturer's membrane filtration system is best suited to local conditions. Based upon the pilot test findings, the A/E shall design a membrane filtration system to replace the aging system in place, and subsequently provide construction period services to supervise the installation contractor to ensure adherence to specifications and regulatory requirements. Estimated cost of construction (ECC) is between $1,000,000 and $2,000,000. Estimated duration of design, including all pilot testing and membrane selection, is approximately ten months, with construction period services expected to be six months. Responses must be received no later than the close of business, August 22, 2007 (4:30 p.m. MST). A-E firms which meet the requirements in this announcement are invited to submit completed SF 330 Architect-Engineer qualifications, Parts I and II to James Wiltse (90C), at the address shown above. This IS NOT a request for proposal. Selection will be based upon the following factors respective of the scope identified above and upon the A-E having qualifications in water pilot testing, design, construction, and general building remodeling and replacement of hospital water filtration and treatment plants and accompanying design experience: (1) Team proposed for this project; (2) Previous experience of Team proposed for this project; (3) Proposed design approach for this project; (4) Location and facilities of working office(s); (5) Cost control; (6) Estimating Effectiveness; and (7) Schedule Control (8) Knowledge of Water Purification and Treatment Plants.
