- SOURCES SOUGHT: Environmental A-E Services Sources Sought Notice: FA8601-07-R-0052 Environmental Engineering Services. This is a Sources Sought Notice and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this sources sought notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government?s use of such information. The information obtained from industry?s response to this notice may be used in the development of an acquisition strategy and future RFP. The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Title/Description: Architect and Engineering services for Environmental/Engineering Services in support of the 88th Air Base Wing Environmental Management Division at Wright-Patterson AFB, OH. Primary services required are: (1) Environmental Compliance; (2) Pollution Prevention; (3) Environmental and Land-Use Planning; and (4) Environmental Engineering. Special Requirements/Concerns: Environmental compliance projects include task such as environmental studies and audits, developing pollution control technologies, preparing permits, and developing and maintain action/management plans. Pollution prevention projects include task such as developing pollution prevention plans, establishing inventories for hazardous materials and municipal solid waste streams, conduction pollution prevention opportunity assessments, evaluating the recycling alternatives, creating tracking systems, developing and applying training plans and materials. Environmental planning projects would include such tasks as preparing environmental impact statements, environmental assessments, findings of no significant impact, baseline surveys, mitigating plans, socioeconomic surveys and natural and cultural resources activities such as wetlands, delineation, threatened and endangered species reviews, historical, archaeological and cultural resource review and plans. Environmental engineering projects would include such tasks as long-range and strategic planning, preliminary site investigation work and analysis (CERCLA/RCRA), engineering analysis, statistical analysis, surveys preparation of programming documents, Requirements and Management Plans (RAMSP), Statements of Work (both project-specific and model), project designs (including project definition and detailed design documents, cost estimates (including parametric, detailed, value engineering, life-cycle costs, and economic analysis), operation and maintenance manuals, performance specifications, and providing construction oversight, quality assurance/quality control, and public oversight, quality assurance/quality control, and public affairs support. The North American Industry Classification System (NAICS) code is 541330. Prime contractors who are HUBZone and/or SDVOSB and who intend to submit a proposal for this solicitation MUST submit the following by 2:00 p.m. (local Dayton timer) on 3 August 2007: (1) a positive statement of your intention to submit a proposal for this solicitation as a Prime Contractor: (2) date of HUBZone and/or SDVOSB certification; (3) listing of experience in work similar type and scope that you identify to include contract numbers, project titles, dollar amounts, and points of contact with their current phone numbers; (4) evidence of capability to be bonded for proposal, performance and payment bonds; and (5) if you are a HUBZone considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages.
