Description
The 375th Contracting Squadron at Scott AFB IL is contemplating an award for Congressional Quarterly subscription and budget tracker for AMC at Scott AFB IL for the period of 29 September 2007 to 28 September 2008. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation reference number is F3SF407197A001 and it is being issued as a request for quote (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18, Effective 30 June 2007 and Defense Federal Acquisition Regulation Supplement (DFARS) DCN 20070531 Edition (iv) This acquisition is 100% set-aside for small business under North American Industry Classification System (NAICS) code 516110. The small business size standard is 500 employees. (v) CLIN(s): The contractor shall provide on-line legislative tracking and congressional news subscription and budget tracking for one year to AMC at Scott Air Force Base, Illinois IAW (vi) Description of requirements. LINE ITEM QTY UNIT OF ISSUE UNIT PRICE EXTENDED 0001 1 each $___________ $__________ Note: Provide CLIN pricing (vi) Description of requirements for the items to be acquired: ON-LINE LEGISLATIVE TRACKING AND CONGRESSIONAL NEWS SERVICE 1. The purpose for the on-line legislative tracking and congressional news service is to provide the Legislative Liaison Branch (TCJ5/4-LA), TCJ5/4 Directorate, United States Transportation Command with continuous, unlimited access to the most detailed, up-to date and focused coverage of the activities of the nation's legislative and executive branches. The on-line news service will enable TCJ5/4-LA to prepare the CDR USTRANSCOM for personal appointments, mandated Congressional Hearings and testimony that relate to the Congress of the United States, and to search defense bills for markups to USTRANSCOM programs. 2. Service requirements to be provided by the on-line legislative tracking and congressional news service are outlined below: a. Exclusive News and Analysis: 1. Exclusive Member Profiles: In-depth background analysis on all members of Congress to include their districts, committee assignments, voting records, interest group ratings, bills sponsored and co-sponsored, amendments, floor speeches, press releases; plus, up-to-date biographies with current photograph, member-name pronunciation guide, and a link to the member's homepage. 2. House Action Reports and Senate Watch: Coverage on all aspects of completed and upcoming House floor activities on legislation. Detailed summary of scheduled and potential Senate action providing essential information about legislation and leadership decisions. Includes legislative day, legislative week, fact sheets and floor and conference summaries and analyses of major bills. 3. Schedules: Detailed listings on all scheduled floor, committee and subcommittee actions to include dates, times, locations, agendas, contact information and witnesses. 4. CQ Budget Tracker: Provides material such as the president's budget to bill reports and conference reports. Includes systems to navigate the federal budget and appropriations process as well as news and analysis on appropriations bills, hearings and markups. Provides a daily e-mail newsletter that supplement news, analysis and schedules on the? budget and appropriations process; provides details of bills to include real-time updates on its status; allows comparison of bill texts. It also provides spreadsheets and searchable committee report charts that allow us to have the ability to compare the House and Senate numbers against the President's Budget mark. NOTE: Our office often requires researching bills from previous Congresses. CQ provides us the ability to search key issues, such as bills and reports that are fully searchable back to at least the past 15 years. Additionally, require coverage of all open committee markups to include summaries of amendments, roll-call vote breakdowns and voice-vote outcomes, with ability to post reports within 24 hours. Committee coverage shall include listings of past hearings and meetings, with witness lists and agendas. b. Legislative Tracking: 1. Bill Track and custom bill reports: Ability to track bills from introduction to passage with the most detailed legislative histories available to include ability to compare text of any two bills, with highlighted changes, in an easy-to-use format. 2. Custom Alerts. Allows users to define subjects/topics/words and are provided updates on key Hill action as it happens via an email alert system. Floor Votes: Vote captions are to explain even the most complicated amendment vote in a few short sentences. Require current floor voting statistics within two hours of vote and access to voting records for past 15 years. 3. Bill Text: Ability to view the full text of all bill versions using keyword searches. Bill text should include links to a PDF version of the bill from the Government Printing Office web site. Tracks differences in language between bill text documents and compares the wording found in two versions of the same bill, in two different bills or in selected sections of any two bill versions. 4. Bill Digest: Detailed synopses of legislation with links to related news, analysis and source material. c. Committee Coverage. 1. Congressional and Newsmaker Transcript Service: A service where customers can request a reporter(s) to cover upcoming DOD related hearings in the Senate, House, and Joint Committee, with at least a one business day turnaround to post transcript online. Hearings outside DOD (such as DOT; DOE etc) require additional funding. 2. CQ Committee markup coverage and text of committee amendments: Provides coverage of the text of amendments; email alerts detailing the bill number and sponsor information; and links to the text in the bill track alerts. Also, provides same day news coverage of all open markups and often some closed markups, as well as summaries of amendments, roll call votes all within 24 hours of the markup. d. Additional Features: 1. Advanced Search Capability: Search options to assist in locating documents, e.g., search by bill numbers, keywords, committees, subcommittees, subject, publication date, story type, etc. 2. Ability to choose any scheduled event and download to personal electronic calendars for quick tracking. Customer shall be notified automatically of any changes to scheduled events. 3. Cross-Source Searching: User-friendly links and displays that can easily search not less than 20 sources at once. Documents shall be visually clear and presentable without need for extensive reformatting. 4. Instant E-mail Alerts: Ability to customize alerts that automatically track key issues and bills. 5. Federal Register. Provides the official daily publication for rules and notices from 1997to present. Contains full text, searchable by keywords, date and item type. 3. Vendor shall be available daily (via hotline, voice or email) to answer questions and shall provide all training, to include refresher training on an "as requested" basis. Additionally, vendor shall conduct all training of new customers. To be considered responsive offerors must provide all of the services listed above.
