Description
This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation reference number is F3ZT897163A100; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18 and Defense DCN 20070531. The associated Standard Classification (SIC) is 3669. The North American Industry Classification System is 334220 and the business size standard is 750 employees. The Federal Supply Class (FSC) is 5835. This solicitation is unrestricted. The government intends to solicit and award this purchase order for the following item: CLIN 0001: Item descriptions are listed below. Manufacturer Motorola Brand and no other brand is accepted. Brand name letter is attached to this posting. Offerors must quote delivery days. FOB is Travis Air Force Base. The following provisions or clauses apply to this acquisition. Description of Requirement: One Motorola XTS5000 Land Mobile Radio and necessary hardware and software required to be compatible with existing equipment. Additionally a requirement for 5 KVL-3000s to meet current AF encryption standards. The estimated value is $82,000.00. 5. Statutory Authority permitting other than full and open competition: Section 4202 of the Clinger-Cohen Act of 1996, as implemented by: FAR 13.106-1(b)(1). Only one brand name and no other supplies or services will satisfy the agency requirement. 6. Justification or Authority for action: (a.) Currently, Motorola Inc. is the only manufacturer of radio equipment that meets NSA?s policy guidance for the keying material program for the Astro Digital XTS-5000 radio using the AES 256 Type encryption. (b.) Motorola Inc. is the only known brand that can satisfy the Government?s requirement for compatibility with the existing system on base. The 615th CRW needs encryption capable LMR systems, consisting of the proposed Motorola equipment list, to be capable of conventional use while in austere environments. Also, the radios need ruggedized housing that can be submersible to 6?, and this is only available through Motorola. (c.) Without these radios, the deployed personnel would not be able to communicate with their work control centers, each other, and the rest of the deployed team necessary to perform the mission. 7. Market Research/ Other Facts: A statement of actions, if any, that may be taken to remove or overcome any barriers that preclude surveying at lease 3 schedule contractors or reviewing catalogs or pricelist, for future acquisitions.
