- 1.0 Project Title: Air Force Operations Security (OPSEC) Training and Awareness Computer Based Training (CBT) Program Courseware; 2.0 Background Information: HQ USAF/A3O, Directorate of Current Operations & Training, is responsible for policy/oversight of operational readiness, command and control, aircrew management, flying training, civil aviation liaison, special operations and personnel recovery, classified programs, flight standards, airspace, ranges, weather and airfield operations. CSAF-designated lead for tracking combat/contingency operations and exercises. Develops/assesses airpower employment and concepts. HQ USAF/A3O, Influence Operations Division, is responsible for policy, guidance, and management, to include training, of Air Force Influence Operations. Influence operations consist of Military Deception (MD), Psychological Operations (PSYOP), OPSEC; 3.0 Objective: The objective of this task is to supply a state of the art computer based training (CBT) program that will not only provide the Air Force workforce at large with information about Operations Security, but also provide a meaningful experience that conveys the importance of proper OPSEC and changes in behavior that adds to the success of the Air Force mission; 4.0 Scope: Create and reproduce CBT cds that provide a single entry point to provide courseware that informs, provides resources (not to be limited to technical, policies, law, etc.), and trains the Air Force workforce (civilian, military, and contractors) in the importance and implementation of OPSEC principles and practices; 5.0 Development Considerations: The contractor will develop all materials using standard industry practices, using COTS web development products to assure compatibility with other web-based products. Additionally, all code should be SCORM compliant, portable, and will be provided to the government at the project?s completion ? including all versions of the software; Completed courseware submitted no later than 12 months from date of award. Responses w/ capabilities packages shall be no longer than 10 pages, which does not include cover page(s). Any proprietary information shall be labeled as such and will be properly managed. This is an RFI only and all information received will be for marketing purposes.
