Request for Information and Sources Sought Inquiry No. W91GY0-07-I-JH01 for 100 Armored Sports Utility Vehicles, F.o.B. Destination Baghdad, Iraq Notice to Contractor: This is a REQUEST FOR INFORMATION (RFI) issued IAW FAR 15.201(e). The provision at FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, is hereby incorporated in this RFI. This RFI cannot be accepted by the United States Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI Description: 1. The intent of this Request for Information is to improve the Government understanding of the current availability of industry capabilities and specifications for building a solicitation. Contractors interested in providing information are free to present their capabilities, comments, employed commercial practices and standards, pricing, estimated time between contract award and delivery, methods of transport and viability of filling this requirement. The Government contemplates a firm-fixed price contract. The Government does not intend to offer financing. Contractors are encouraged to ask questions, seek clarification or offer corrections on any information provided in this request. 2. Multi-National Security Transition Command ? Iraq (MNSTC-I) is considering soliciting offers at some time in the near future for the items listed below. If the solicitation for these items is issued by MNSTC-I, the requirements in this document and non-proprietary information obtained from respondents to this RFI may be included. This purchase is likely to be a Foreign Military Sales procurement for the Iraqi Government. Item of Interest: 1. Large Armored Sports Utility Vehicles, ? Ton Chassis, 4x4, Diesel, White, 100 EA for delivery to Baghdad, Iraq with the following specifications: Armoring: Level V, B6+ with the following specifications (Vendor shall provide proof of ballistic and armoring certifications): Basic Ballistic Specifications: (minimum requirements) ? Armored to Level V ? UL 752 Stds., or CEN European Standards B6+ [7.62 NATO x 39mm., V50-2697 fps; 7.62 x 51 mm 149 grains @ 2700 fps; AK47 Soft Point V50-2430 fps. 5.56mmx45/.223 Cal. V50-3200 fps] Base Armoring Specification: Transparent Armor: All curved glass/PVB/polycarbonate laminate 6.2 kgs. /sq. ft. (13.7 lbs./sq.ft.) with 39 mm thickness. Replaces all OEM glass. ? All side and rear glass shall be tinted such that it precludes visibility from the outside in but retains full visibility when viewing from the inside out. Vendor to provide specification of tinting. ? Front side driver window will be operable to 6 inches. Opaque Armor: ? Doors ? armored with ballistic composite material/ballistic steel. ? ?A?, ?B?, ?C? and ?D? pillar posts will be armored with ballistic composite material equivalent material or air hardened heat treated ballistic steel in accordance with defined standard of defeat. Overlap system used throughout. ? Front firewall ? 1/4? ballistic steel or equivalent protective material. ? Cargo area, rear wheel arches, rear cargo door ballistic steel or equivalent protection. ? Horizontal areas ? protection offers multi-impact ballistic protection against the same as described above. ? Roof: Armored with ballistic composite material or steel in accordance with NIJ IIIA / B4 standards. Sunroofs, if on vehicle, are rendered inoperable. ? Floor: Floor areas will be armored with multi-ply rigid ballistic fragmentation material molded to form fit contours of floorboards and panels for protection against the explosion of grenades (general standard is German DM51 anti-personnel grenade). ? Vehicle Structured Modifications: Reinforcement of pillar posts and hinges, heavy-duty shocks as require to support added weight (Rancho 9000 or greater) and suspension (overload helper leap frame / Rancho or equal). Hardened plastic door risers installed on all doors. ? Brake system: Upgrade to high performance. Specification of upgrade braking to be provided. ? Fuel tank: Ballistic fragmentation wrap or equivalent that affords protection. ? Battery: Original replaced with a bullet-resistant battery. ? Electronic control Module (ECM) protection. Photos and/or illustrations depicting protection requested. ? Wire mesh tailpipe protection. ? Locking Gas Cap (identically keyed). ? Five (5) run flat tires (spare included). ? Ram bumpers ? front and rear. ? Radiator Armor. The vehicle shall be provided with all new parts, the manufacturer?s standard equipment and the following minimum equipment/options: Standard equipment: ? Tool box/storage area with tire changing tools & lifting jack to accommodate additional weight of armoring. Speed lift jack required to allow for rapid tire changes. ? AM/FM radio with clock. ? Privacy or tinted glass. ? Seating shall be provided for the driver and a minimum of four additional passengers. Seatbelts shall be provided for all occupants. ? Air conditioning and heating systems shall be provided. ? Power windows and door locks with key entry. Engine: ? The vehicle, at a minimum, shall be provided with a turbo charged diesel engine, capable of producing at least 190 hp (net). ? The engine shall be able to operate in extreme desert temperatures of 140 degrees Fahrenheit, and capable of sustaining operation, with the engine idling for a period of at least 60 minutes in ambient air temperature of 140 degrees Fahrenheit. Transmission: ? Vehicle shall be provided with heavy duty electronic automatic transmission and locking rear differential ? Vehicle shall be provided with heavy duty front differential with automatic locking hubs. Steering: ? Vehicle shall be left hand drive and provided with power steering. Brakes: ? Vehicle shall be provided with four-wheel ABS and braking upgraded to sustain braking for the additional vehicle weight. Tires ? Tires must be designed as run flats. Run flat inserts are not acceptable. ? Full size spare stowed in an area that does not interfere with normal storage or operation. Electrical: ? Shall be provided with a 12-volt system and minimum 100 amp alternator. ? Red and Blue light emitting diode or strobe-type warning lights mounted in dash (installed/operable). ? Shall have 12 Volt electrical systems and minimum 100 Amp Alternator Performance: ? Vehicle shall be capable of being stored, started, and operated in temperatures ranging from -32 to +60 degrees Celsius (?c) (-0 to 140 degrees Fahrenheit (?f). Other: ? Operator manuals for vehicles and armor written in Arabic. ? All upgrades to components shall be commercial off the shelf and not from a sole source and proprietary in nature. Eg: No upgraded brakes that are provided by only one source. ? Class 4 tow package installed, rated V-5. Meets SAE Standard J-684. ? Expendable parts and supplies should be available on the commercial market in Iraq. The Government may require the following: 1. Offeror must provide an expendable parts list (i.e. fuel filters, air filters, windshield wipers, brake pads, all lights) for at least 36 months of use in desert conditions assuming 30,000 kilometers per year on paved (50%) and unpaved (50%) surfaces. Parts shall be shipped in 20 foot ?Sealand Container or equal? that will be purchased and retained by Iraq Government for long term storage of parts. Parts shall be stored in Container that permits user access via a central walk-way in the container. Parts shall be categorized by like items and stored on shelving that permits full access such to create a ?stock room? functionality of the container. Vendor may complete container setup in container upon delivery to final destination in lieu of shipping in parts in fully ?stock room? configuration. 2. Offeror must provide warranty information on each component of the end product. 3. Successful offeror shall provide a copy of the quality control checklist used during inspection and prior to shipment within three days of award. 4. Successful offeror shall deliver, to final destination, each of the spare part items (original manufacturer brand name in appropriate quantities) on the proposed expendable parts list at least 1 week prior to the delivery of the first vehicle. 5. Successful offeror shall deliver 4 additional full size spare run flat tires for each vehicle (may include run flat devices). Run flat inserts are not acceptable. 6. Successful offeror shall have a Quality Assurance representative on site at the point of inspection and acceptance during each shipment. Specific Questions: 1. What is the most appropriate type of vehicle for Level V, B6+ up armoring? (Land Cruiser? Diesel?) 2. Please Describe how DoS Level D compares to Level V, B6+ armoring. 3. What is the appropriate language to use when defining ?high performance? braking system? 4. What is the appropriate language do describe heavy duty electronic automatic transmission and locking rear differential? 5. Is a turbo charged engine necessary if the vehicle is to be diesel. 6. Multiple awards may be considered. If they are what quantities would be best to break each CLIN into (10, 25, 50, 100 units)? 7. What is a reasonable delivery time for this quantity of vehicles? 8. What armoring level is recommended for regular use in and around Baghdad, Iraq. 9. What is the minimum desirable diesel engine power (specification) for the weight for Level V, B+6 up armoring or other suggested armoring? 10. What is the industry standard for armoring the power train control module? 11. What are the typical warranty terms for vehicle, power train, armoring, brakes, glass for an up armored vehicle. 12. Is it likely that an end user certificate will be needed if the vehicles are for use by the Iraqi Government? 13. Are any additional specifications missing from the information above?
