- Amendment 0001 to solicitation W912LP-07-Q-0012 will incorporate the following information. 1. If engine is equipped with an engine retarder system it must interface with the end item anti-lock brake system if the truck is so equipped. 2. The engine and transmission must not exceed the torque requirements of the transfer case, axles and differentials. 3. Need to change the transmission specifications to read as follows: 1 ea 3000 RDS Allison or equivalent/similar transmission mated to the 9L Cummins or equivalent engine. 1 Ea 3500 RDS (Specialty) Allison or equivalent/similar transmission mated to the 8.3 Cummins engine or equivalent engine. 4. Change the delivery date to 01 Nov 07 5. The final/formal military testing for the vehicles will be tentatively conducted at the following establishment: a. Nevada Automotive Test Center Carson City, NV 89702 Jerry Dodd 501 332 7173 6. The following Part Number, Nomenclature, and Vendors are provided to assist in the design of the power plant being requested for the M939 FOV. This should be helpful because the power plant being designed cannot exceed what the manufactures torque limit s are for these components. Questions and Answers. The following questions and answers provided as follows have been asked during the course of the solicitation. Q. 1. Please confirm the the Period of Performance date. We understand through our interpretation of the Synopsis, that all requirements to re-power the two subject M939 Series Trucks must be complete by 15 October 2007. Is this the accurate drop dead date for completion and return to user? A. 1: Completion date is now 1 Nov 07. Q. 2. Under Line Item 3, requirement F, it indicates that the Transmission must have the capability to be diagnosed with existing military testing equipment. Does the end user have a preferred STE platform such as SPORTS or STE-ICE? Would, for example, a D DR (diagnostic data reader) such as the Pro-Link 9000, with Allison configured diagnostic software suffice? A. 2: Yes: it must have the capability to talk to the MSD (Maintenance Support Device)and/or the PRO Link 9000. Q. 3. As FAR 52.212-2 is the governing provision for this RFP, and under 52.212-2 contractors and vendors are encouraged to provide multiple offers (options) to any issued solicitation, would the Government be amicable to receiving different power plant an d repower options vice those listed in the Synopsis? A. 3: According to the FAR it must have basically the same form, fit, and function as the existing powerplant. As the solictation reads 8.3 and 9.0 litre Cummins Recon 05 or eqivalent.
