- USPFO of Louisiana intends to award a sole source procurement to Blackbird Technologies, Inc, 13900 Lincoln Park Drive, Herndon, VA 20171. The award will be made for the purchase of 10 each Blackbird Asset Trackers (BAT). The BAT is a satellite based handheld tracking and personnel recovery device; uses the GlobalStar SENS data network; 16 channel, high sensitivity GPC; AES 128 encryption for security, end to end; one way SAT transmission of GPS fix and brevity code; 2.5 mhz spread spectrum on 1616.25 mhz; less than ? watt transmission output; two AA lithium batteries; compact in size, 2.75 W x 4/5 Hx.8 D; 6oz. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one respon sible source and no other supplies or services will satisfy agency requirements. Blackbird Technologies is the only known source that has the BAT that meets the needs of the government for conducting emergency operations. All qualified sources must respon d not later than 3 Aug 2007, 1100 hours CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
