- A Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) joint services team is proposing under an effort to implement a higher level system for Supplier Quality (SQ) to replace local / non standard clauses used in the procurement of m unitions and munitions related items with a single, integrated clause to be used throughout the JM&L LCMC. The local / non standard clauses to be replaced are referenced in common (or standardized) contractual language used by Joint Munitions Command (JMC) , Rock Island Arsenal and Armaments Research Development and Engineering Center (ARDEC), Picatinny Arsenal. For the effort outlined here-in the JMC clause to be replaced is currently referenced as (ES6031) First Article Test (Contractor testing) (May 1994) , (ES6033) First Article Test (Government testing) (May 1994), and the corresponding ARDEC clauses to be replaced are currently referenced as ARDEC 39 and ARDEC 40 - First Article Test (FAT). There may be other tailored, program unique variations of these clauses that are intended to be replaced as well. The new clause will combine the currently separate clauses for contractor and Government first article tests. The new non-standard FAT clause will be a stand alone clause which will be supportive of other recently revised clauses such as the PCCI and CCC c lauses. The proposed FAT clause allows it to be adapted to program needs. A significant change from prior FAT requirements is the stated supplier flow down aspect of the clause and a shift in emphasis to a stated requirement for conforming first article i tems to be produced using capable processes on the intended production equipment, at the intended production rate. The FAT Clause also outlines trigger events, which the government may use to require additional FAT tests to be conducted. New to the list of trigger events are changes in rate of production, addition of shifts, line change over, changes in environment, and key personnel turnover. Previous trigger events are retained and clarified, specifically location of performance changes. FAT requirements are intended to reduce the risk to both the government and the contractor by establishing the capability to consistently produce conforming products using established processes and defined equipment or procedures. The government is seeking input from indu stry relative to this effort and encourages participation and comments by interested suppliers.
