Description
This is a Sources Sought/Market Research announcement to identify interest in a requirement for the Joint Munitions Command (JMC) which requires contractor assistance to conduct analysis and technical support in planning and implementing a demilitari zation program tailored to meet the Office for Product Manager for Demilitarization (OPM for Demil) Strategic Plan requirements. The NAICS code FOR this announcement is 541618, Other Management Consulting Services, with a small business size standard of $6.5M. Please indicate you business size with your information. This announcement is in support of Market Research performed by the United States Army Sustainment Command to determine interest in multiple year services contract for the JMC Demilitarizati on Optimizer Program for Fiscal Years 2008 through 2012. SCOPE: JMC has the following Technical Requirements: The contractor shall provide analytical and technical support in planning and implementing a demilitarization program specifically tailored to meet the Office for Product Manager for Demilitarization (OPM for Demil) Strategic Plan requirements. This supp ort may include, but not be limited to, analysis of various relocation and demilitarization options, development of various execution scenarios, and assistance in developing the final implementation plan. The contractor shall provide analytical and technic al support in monitoring, tracking, problem solving, and exploration of enhancements for the execution of the annual conventional ammunition demilitarization program. The contractor shall provide analytical and technical support to the conventional ammuni tion demilitarization program managers, both Organic and Commercial, in developing budgetary and related financial plans and reports. The contractor shall provide analytical and technical expertise as directed in the development and refinement of one-time or reoccurring reports/analyses/taskings required internally, or by higher echelons, to support the planning, develop, or execution of the conventional ammunition demilitarization program/plan. The contractor shall support, as directed, the Distribution/ Workload Integration Project (Logistics Life Cycle). The contractor shall evaluate the Demilitarization Optimizer program to identify potential enhancements. Identified enhancements will be qualified and/or quantified in terms of cost, schedule, and qua lity. The Government will evaluate proposed enhancements and direct their implementation. The government uses the Demil Chain Optimizer Model for long range demil planning, support for Program Objective Memorandum submissions, installation workloading and special studies as directed. The Optimizer model is programmed in Visual Basic, uses commercial-off-the-shelf optimization software and models the major elements of the demil program to include capability, capacity and costs for demil as well as manageme nt decision simulations. The contractor shall provide analytical, programming, and technical support to the (OPM for Demil) , HQ, Joint Munitions Command (JMC), the U.S. Army Defense Ammunition Center (DAC), the Joint Ordnance Commanders Group (JOCG) Demi litarization/Disposal Subgroup, integrated process team, and other forums for studies, Munitions Items Disposition Action System (MIDAS) support, and in support of the Demil Chain Optimizer Model and its supporting databases. This support may include, but not be limited to, analysis of potential locations for technology insertion, analysis of the applicability of new or existing technologies in the demilitarization program, and identification of areas/MIDAS families where new technology initiatives could b e beneficial. MIDAS is an ongoing program managed by the DAC in McAlester, OK with programmatic support provided by Argonne National Laboratory. MIDAS provides a central source of the most accurate information on the structure and composition data for con ventional munitions. MIDAS supports demil itarization planning; resource reuse, recovery and recycling; demil technology R&D applications; and environmental permitting and impact assessments. The contractor shall execute the Demil Chain Optimizer Model in support of specific analyses at the direct ion of the Government. The contractor shall perform all tasks necessary to update the Demil Chain Optimizer Model databases with new/revised capability, capacity, and cost data. Data enhancements may also take the form of parametric data values such as s tatistically derived man-hour standards and cost estimates. The contractor shall also perform quality control of the data to ensure the integrity of the database. The contractor shall recommend enhancements to the database. The contractor shall validate the statistically derived man-hour standards and the resulting cost data. The contractor shall also validate other parametric data values used in the Demil Chain Optimizer Model as directed by the Government. The contractor shall conduct analyses of Serv ice demil generations forecasts and update the Demil Chain Optimizer Model databases as dictated by the results of the analyses. The contractor shall maintain a reference database relating National Stock Numbers (NSNs) to assigned MIDAS families, nomencla tures, and pro-rated weights. The contractor shall, at the direction of the Government, update the Cost Analysis Requirements Documents associated with new and emerging demilitarization technologies, consistent with data received from the developers of th ose technologies. The contractor shall assist the Government with specific studies to address issues facing the demilitarization program. Assistance shall consist of, but not be limited to, development of costs and modification/execution of the Demil Cha in Optimizer Model in support of specific analyses, development of data for in-process reviews, and/or briefings and report preparation. The contractor shall develop demilitarization cost estimates to support developers of new or modified ammunition items or for items for which no demilitarization cost estimates have previously been made. The contractor shall perform data analyses to support JMC demilitarization program managers in responding to queries and requests for information as requested by the Gov ernment. The contractor shall provide a revised Demil Chain Optimizer Model Users Manual that incorporates updates to the model and/or its supporting databases. The following will be submittals needed to successfully complete the tasks. A monthly progres s report detailing accomplishments and expenditures at the completion of each month shall be submitted. The BRAC planning documents and implementation strategy, with supporting documentation as needed. Monthly status report identifying changes to the dem il stockpile, program issues, and potential enhancements. Budgetary and financial reports and plans as needed to support the Conventional Ammunition Demilitarization Program. Reports, analyses, and data calls as needed to support the Conventional Ammuniti on Demilitarization Program. Distribution/Workload Integration Project (Logistics Life Cycle) ,Summations of meetings and recommendations to address the Conventional Ammunition Demilitarization Program requirements as needed. Demil Chain Optimizer Model, An updated executable version of the Demil Chain Optimizer Model that incorporates all model changes/enhancements to include the source code. Demil Chain Optimizer Model Users Manual, A revised Demil Chain Optimizer Model Users Manual that incorporates a ll enhancements to the model, its supporting databases, and/or outputs. The aforementioned tasks and submittals will be accomplished with the help of Government Furnished Data and Equipment as needed to compete the tasks. May require travel to various Con tinental United States (CONUS) based sites INSTRUCTIONS TO INTERESTED PARTIES: Request that all interested offerors provide a capability statement, NTE ten ( 10) pages, that details their previous work experience in the areas of expertise and any specialized systems experience with the computer programs listed above. Work performed within the past three years is considered relevant experience for this sources sought announcement response. Please include in your capability statement, your firms business size and identify any potential Joint Venture partners. JOINT VENTURES: Joint Ventures, as defined in FAR 19.101(7)(i), are an acceptable approach for small businesses and are encouraged. Interested small businesses who choose to Joint Venture shall provide the Government with information as follows: (1) Name of Company-include a contact person's name, telephone number and email address; (2) Company Address; (3) Company Size (please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business); (4) Identify whether you are interested in this acquisition as a prime contractor or subcontractor. NOTE: 1. Under certain conditions, the individual small businesses must meet the size st andard instead of using the combined total of annual receipts of all small businesses in the Joint Venture. 2. The Government may direct certain work be performed by specific contractors. Any of this directed work is excluded from the total work when dete rmining limitations on subcontracting percentages. 3. To qualify as a small business Joint Venture entity all the members must be a small business. One exception is an approved Small Business Administration mentor-program agreement, which does permit lar ge business participation in the Joint Venture.
