Description: The United States Army Communications Electronics Lifecycle Management Command (C-E LCMC) intends to solicit and award a Firm Fixed Price modification to Contract Number W15P7T-06-D-C017 with BAE Systems for fabricating, performing required testing, and of validating of operational performance requirement in accordance with system specification and engineering services support for spare parts of the AN/APR-44. The NAICS Code for this procurement is 334511 with a corresponding Small Business Size Stand ard of 750 employees. Under Authority 10 U.S.C 2304(c)(1) and FAR 6.302-1 Only one Responsible Source. This procurement action is to purchase spares for AN/APR-44(V) and engineering services support. The AN/APR-44(V) Radar Signal Detecting Set (RSDS) are lightweight airborne passive devices which alert the aircrew to continuous wave (CW) radar signals aimed at the aircraft from surface-to-air and airborne intercept missiles. The alert is provided by aural warning through the intercom systems and a visual i ndicator light. The spare parts consists of Radar Receiver NSN 5841-01-047-5485, P/N R-2097/ APR-44(V) delivery will commence 180 days after receipt of order at a rate of 10 per month until completion of order; Radar Receiver NSN 5841-01-047-5486, P/N R-2 098/APR-44(V) delivery will commence 180 days after receipt of order at a rate of 10 per month until completion of order; Filter Assembly NSN 5915-01-088-6773, P/N F-1503/APR-44(V) delivery will commence 120 days after receipt of order at a rate of 30 per month until completion of order ; Receiver Control NSN 5895-01-048-0705, P/N C-10387/ APR-44(V) delivery will commence 180 days after receipt of order at a rate of 10 per month until completion of order. Microwave, Assembly NSN 5841-01-088-6668 delivery will commence 180 days after receipt of order at a rate of 10 per month until completion of order. The government does not possess the technical data package BAE Systems is the only responsible source. The procurement of technical (engineering) services is supported on a basis of Time and Material. The Technical (engineering) services supports are design changes, collecting data, troubleshooting, repair, and any engineering support. The total estimated pric e of the proposed action is 9.8M. Estimated cost of hardware is 8.8M. Estimated cost of engineering services support is $1M. Early delivery at no additional cost to the Government is encouraged. Shipments are to be FOB Origin with Inspection/ Acceptance at Origin. The U.S. Army C-E LCMC has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic postings of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) for C-E LCMC to Industry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at http://abop.monmouth.army.mil. All responsible sources must submit a proposal via the IBOP, which shall be considered by the Agency. The response dated specified in the Solicitation shall override the response date specified in this Pre-Solicitation Notice. The Solicitation issue date will be approximately 23 August 2007.
